You can create that file using any text editor: one filename per line,
that's all. Alternatively, you can use the name of a directory containing
music instead of the name of the playlist file.

There is liguidsoap. Not much has been written about it, but you can find it
in liquidsoap/gui, and it should have been installed as well if you
installed liquidsoap. However, the most important thing to say is that the
GUI is pretty limited compared to liquidsoap, it's just an application for
easy streaming of multiple playlists and soundcard inputs built on top of
liquidsoap.
There are other interfaces made by various people. If you tell us what
you're looking for, people may be able to point you to the right place.

Either the whole script in one go, or on the command line. There is some
interaction via telnet but it's a different language and set of commands.
