There are several problems with this:
* playlist only plays files (remote files work, but not remote streams)
* only local directories can be used as playlist files, otherwise you
need a proper playlist file
* you seem to expect an icecast output, but out() is for soundcard output only.

You should start with even more basic than that, play one local file
(or a local directory) on your soundcard. Only then switch to icecast,
or try a remote playlist. Don't try to do it all at once, to
understand better what's going on.
Finally, it seems that you got your installation done, so there is no
point continuing this thread. It's fine to ask questions about basic
examples like this one, but you'd do everybody a favor to start a new
thread: several people could have answered your question, but may not
have seen it buried here.
