Sure, the stream program is sent 8 seconds ahead of realtime at the destination because the stream is sent through 2 satellites which consume time. The destination program must be in sync with each station's on-hour ids.
So, we are now capturing the stream before it goes to the satellites and want to synchronize it to realtime. In other words we want to capture the stream but not send it forward for 8 seconds...e.g. 8 second latency, putting the program in sync with on-the-hour ids. Hope this helps...
