5.3.8. The issue really is that in the /var/www/scalr/app/src/Scalr a file called Billing.php is being included. In the download I received on request, this file is not present. (Maybe it is not needed for self hosted so was removed)
As I explained earlier, i created an empty Billing.php file and it works.
