Strange: Everything looked fine, the cron jobs and apache. I could also reach the scalr server from the instance. Finally I just rebooted my Scalr server and allowed it all to come back up. And the status started reflecting perfectly. I guess it was just one of those things that has no reason or an obscure one!

Try to do that from the command line. httpd should be started by Scalarizr right before instance goes live. It is ok that it is not running when server is initializing.
