there are some users in scalr...
A user "KEKE" created by Admin can login to scalr and manage cloud
resource.
- Admin >> Accounts TAB >> Add Account
but a user "DEDE" created by regular user "KEKE" can not.

also i can not see "DEDE" in scalr web [ Admin >> Accounts >> View. ] but
"KEKE" is there.
what is the difference between KEKE and DEDE ??
