Hi Keke is an account owner. He is granted all permissions over his account. Dede is a regular user. Note that you can add permissions to give Dede access to Scalr features.
What you're seeing in the Admin > Accounts list is a list of *Accounts*, not a list of *Users. *This is why you can see Keke there, but not Dede.
