[Scheme-reports] R7RS license

[musicdenotation]

Not so long ago when I asked about the license issue on the R6RS mailing list I 
was answered to that the license allows unrestricted distribution and 
modification for any purpose. Can you add an explicit "public domain" statement 
to the R7RS license?
