This is what I'm thinking about SchoolTool 2006 (not SchoolBell).
When I say "public" or "private," I'm referrning to viewing.

Personal calendars for students in most primary and secondary schools
*have to* be private, and it could be a big problem if students are
able to make their calendars public.  Making personal calendars public
for teachers and administrators is potentially useful, although again,
if done unintentionally or thoughtlessly, could cause more problems
than they're worth.

So I'm proposing that in SchoolTool 2006, all personal calendars are private.

We're also going to assume that there are no private or secret groups
or resources, so all group calendars, as well as the schoolwide
calendar, are public.  Also, all resource calendars are public.  There
are certainly cases where you'd want these to be private, but they're
relatively unimportant in my opinion, and I'd like this release to be
robust and simple.

However, since we've already implemented this once, it would be easy
to keep this configurable on a calendar by calendar basis, if people
want it.

No final decision has been made.  Thoughts?
