Indeed, if the Nalimov code is not GPL/BSD licenced then it cannot 
be included.

If these bases can fall under the GPL-2/3 licences then its no problem to
include them into the Debian distro.

I am trying to build a large polyglot openingbook based on PGN's from 
1966 till 2008.
You can include it into Scid if needed. Just let me know. It can be maintained
easy when all new PGN files are downloaded from the chessbase site.
(Honestly I must say that I dont know if we violate a rule there. Perhaps
someone has a clue..?)
