A bit of both, if memory serves. It was mostly there to direct the Doctor and 
his companions when it was needed, and once it moved the TARDIS to help the 
Doctor. It never did speak, simply point a lot. Looked kinda like a glowing 
mummy.

  Back in '81, when Tom Baker's Doctor regenerated in "Logopolis", there was a 
ghostly figure lurking nearby through part of the ep. The Doctor seemed to know 
who it was, and was duly unnerved at its presence. At the end, after the Doctor 
was injured saving the Universe, the figure appeared, reaching out to him as he 
lay "dying", muttering, "The moment has been provided for." Turns out that the 
figure was the Doctor's next incarnation, there to facilitate the regeneration.
