That's an intentional thing many networks do in order to foist advertisements on us. And for the strange record, I believe I read somewhere that commercials aren't actually "louder", in terms of volume, but supposedly simply have a broader range of frequencies, so you're getting a wider sonic spectrum of waves at the same amplitude. Not sure if that's true or not...

In my area signal loss happens multiple times a day now. Basically it is complete signal loss on all channels anywhere from a few seconds to a few minutes. It happened during the playoffs a couple of years ago and I missed the last 30 seconds of the game!!!
