The ones in the exhibit talked about how the local farm commission would
block their paperwork until they miss the growing season (it would be too
late to plant the seeds) and would stall on giving equipment loans as well.
That is on top of the additional stuff that you mentioned. (I saw the
exhibit in 2006.)
