I'm comfortable with leaving it at: Black SF is SF targeted for the Black audience.
I wouldn't consider something Black SF simply because a Black person wrote the book. Nor would I consider it Black SF because the main character is Black because in each case A white person can do that. But a book written to target a subset of an American culture would clearly call it for what it is.
