Yes and no. Their "ESX" (enterprise) stuff costs serious money, and their "Workstation" line costs some money, but their former "GSX" (group-level) product "VMware Server" is FREE, and has been for more than a year. They also offer their "VMware Player" for free, which is something like an incomplete version of Workstation" - it just *runs* virtual images, but doesn't create them... of course, there are *ways*. ;)

In any case, both the MS lineup and the VMware one have their strengths and weaknesses (I actually still have a paid-for copy of VPC around somewhere), but "VMware Server" is free and is easily up to the task of testing this type of software on multiple OS versions and releases (as Neil was suggesting).
