I have not tested with XP, but with Win98 (and probably most 
Windows versions), you should put the path of SciTE to the 
DefaultIcon key of your file type.
Example:

REGEDIT4

[HKEY_CLASSES_ROOT\.properties]
@="PropertiesFile"

[HKEY_CLASSES_ROOT\PropertiesFile]
@="SciTE Properties File"

[HKEY_CLASSES_ROOT\PropertiesFile\DefaultIcon]
@="C:\\Program Files\\UTexts\\SciTE\\SciTE.exe"

Hi!

Don't  know where the icon is hidden, but if you  use explorer to associate
opening .properties files with SciTE.exe
like i did for .php files  then the icon you want will be there.
