There are many who will sympathise with you. ISO 7816 is not easy to 
understand. 

I forget to tell you that Siemens has separated its IC business out, and 
floated it as a separate company, Infineon. But whether Infineon also 
take responsibility for the OS on your card, I do not know. The 
company that sold you the card should give you (sell to you?) all the 
information - but we know that does not always happen.
