I don't think that this is part of the problem because the templates
wouldn't stop the Bugzilla package from loading. I think the answer is
the lib folder, as in the past, but SCMBug should include it already
in it's path and the permissions seem right, too. You could try to add
the lib folder to Perl's include path on your own before starting
SCMBug with setting PERL5LIB as an environment variable.
