First "Rory Dall" is said to mean "Blind Rory", and was a generic term
for a blind Harper and doesn't point to anyone in particular.
In G. F Graham's (2nd, 1847) partial transcript of the Straloch
Lute MS (NLS MS Adv. 5.2.18) the title is A Port- Rorie Dall.
Graham's translation is given as "Rory Dall's Port" in
'Additional Illustrations to the Scots Musical Museum'. p. 371.

I would gather there's something of Scottish music in the Library
of Congress that you haven't turned up yet.
The tablature and Alfred Moffat's translation can be seen in
Alfred Moffat's 3rd hand copy of the MS (from Frank Kidson's copy
(at Leeds) of Graham's 1st partial transcript (NLS MS 349, 1845)
in the Library of Congress [search music catalog for Gordon,
Robert, of Straloch]. I didn't copy that one.
