I'm assuming you're running a fairly plain version of Bind as the
nameserver? If so, then the problem may be that it cache's responses (if
you're using squid - the included mini dns server is even worse for this)
and thus having failed once.....

Have a look at one of the other DNS servers which know about dial-up
connections.
