Allan, I am totally biased as I work for the company. However Revolution is fully cross-platform and will allow you to write your desired telnet client. A free demo version is available for download from www.runrev.com (I recommend trying the beta release of 1.1.1). You can write application of limited code length *per object* but try out all the functionality. In addition its easy enough to find ways round the code length limit.
The GUI builder in Revolution allows you to preview the look and feel for all other target platforms on the machine you are developing. In addition writing internet applications is so easy. For example, I recently wrote a peer to peer chat application using a few GUI objects and 10 lines of code. Finally, one of our users wrote a prototype telnet client a while back, I will attempt to locate the website and post the URL shortly.
