That's a very high load average (but, then you already know that :-)

Sysstat (http://perso.wanadoo.fr/sebastien.godard/) has sar, which logs load regularly 
(at 5 minute intervals) from which you might spot a pattern.

Cronjobs, take a look at /var/log/cron (if you've got one), and see if anything's 
getting kicked off.
