For maemo there is the Maemo SDK+ project which is based on SB2, you
should probably use that. Go to http://maemo-sdk.garage.maemo.org/
while doing sb2-init it tries to compile libtool but fails stating
that it cannot run test programs and also something about using
host for cross compiling.. Though at the end it says sb2 was
configured successfully...
Your qemu-arm is probably not working properly, although without
seeing the logs it's hard to say.
