Every hourly paying job I had paid holiday pay for hourly employees.  The 
only stipulation was that the employee must work the eight hours preceeding 
the holiday and the eight hours after the holiday....ie. the employee 
couldn't call in sick on the day before or after the holiday to "extend" 
their time off.
As far as the week during Christmas/New Years, usually the only "paid" days 
are for Christmas Day and New Years day.  The rest of the days are just time 
off.  Or, the employee could use 3 or 4 days "vacation" if they wanted to be 
paid.
