You need

Qt, Qt-devel, autoconf, automake, gcc with as optionals, libtiff and
lcms.

That should be all you need.

Scribus is developed and tested under RH9 (amongst others), so it does
work ;-p

Is your version of Qt the one from the RH9 distro or a self compiled
version?
