Not yet. It's a frequently requested feature, and there's definite interest in it, but no support for it yet. Possible future ideas include command-line PDF export with some sort of "settings file", and the execution of scripts from the command line. It might be a good idea to check the mailing list archives and the bug/feature request database (http://bugs.scribus.net/) when you're wondering about a feature / how to do something in future.
