It means just that the 1.3.x series isn't feature complete and some feature may dissappear in one version just to reappear to versions later. As far as I know the devs are trying to keep even the CVS version as rock solid as possible, but sometimes they can break taking your whole $HOME with it (or they can make your monitor explode, as some beta versions of other apps did :P). If you do some production work in an developement version and feature X isn't working for you and you should deliver your work yesterday it will be your own fault, because you have been warned. Although the devs are trying to fix every bug ASAP, it sometimes may not be possible without a major rewrite which can be scheduled away... With every dev version Scribus is getting more and more stable but with some new features/rewrites it can suddenly crash without warning, 1.4 will be stable enough for work (and as I know the developers it will mean rock solid) just because the stability will improve through the 1.3.x series.
