At the very top of the scribus.net downloads page it says:
Scribus source tarballs, MacOSX aqua and Windows installers,
SUSE and Redhat RPMS, and some supporting files can be found
on the Scribus project's SourceForge downloads page
The last three words are the link to sourceforge that I inlcuded above.
If you follow that link you will see all sorts of version of scribus
available for download, including v1.3.3.12. So, sourceforge is working
fine. Some of the links to it are, apparently, not.
