Note that on Mac OS X, Scribus 1.3.8 does not store the configuration in '~/.scribus' but in '~/Library/Preferences/Scribus' - in Finder notation: 'Home > Library > Preferences > Scribus'. I can reproduce the problem on Mac OS X 10.5.8 when renaming the existing Scribus preferences directory and launching Scribus 1.3.8: the properties window does not show - it is not hidden and not off-screen. The problem does not occur with Scribus 1.3.7 when launching it after renaming an existing configuration directory (~/Library/Preferences/Scribus) or when using Scribus 1.3.8 with settings created by an earlier version. ~suv
