TeX (all versions) uses a hypehation algorithm created by Frank Liang. It also has extensive exception dictionaries, controlled by a parameter \language. American English is language0 and French is language1. My particular copy of TeX was installed with only American English. But if there is interest I can download Texlive again with French as another chosen language. In the interests of not reinventing the wheel, yet getting a first rate product, the developers could look into "The TeXBook" and study appendix H.
