As I play around a bit with the bullets and numbering in 1.5.2svn, it seems to me that these features should be part of a Paragraph Style, rather than some separate Paragraph Effect. It's really not so different from the idea of a Drop Cap, but instead of making the first character of a paragraph large, you are pre-pending the paragraph with a bullet, number, or some other character.
The reason for this is that as currently implemented, there is no automatic indentation of the bullet, so you must add this with a Paragraph Style anyway (tabs don't work). This would also allow for the application or removal of bullets and numbering more precisely from Story Editor. Greg
