The Centre has decided to expand the scope of the scheme to allow MPs to provide assistance to the physically challenged in their constituencies, up to Rs. 10 lakh a year from their MPLAD fund. The change will come into effect from June 1. Announcing this, the Ministry of Statistics and Programme Implementation, which is in charge of the scheme, said the assistance would, however, be restricted to purchase of tricycles and artificial limbs. Applications for the assistance would be examined and approved by the Chief Medical Officers of districts concerned. The district authorities under the District Collectors/ Deputy Commissioners would be fully involved in the selection of the eligible persons, a Ministry release said. A senior Ministry official noted that Minster M.S. Gill was working to create a wider basket of eligible items under the scheme so that MPs had a larger choice of projects that could be implemented through their MPLAD funds. The Centre recently raised the annual entitlement under the scheme from Rs. 2 crore to Rs. 5 crore a year for every MP. But with the world's stocks running out fast, the hunt is on for new stuff to keep us in touch by James Mitchell Crow A TAP and a flick, and a new world is at your fingertips. Email, social networks, the digital version of New Scientist: surfing the web has never been easier thanks to the touchscreen technology built into the latest smart mobile devices. Proud owners need little excuse to demonstrate their new darling's superior, sexy features. Touch is fast, touch is fun - touch is the future. Yet touch could soon be history, if we are not careful. Today's mobile touchscreen gadgets, along with all liquid crystal displays, rely on the unusual properties of a single material - a metallic crossbreed whose sources could be exhausted within the decade. It is not just our displays that are under threat. Solar cells and low-power LEDs, both central planks of a low-carbon energy strategy, could feel the squeeze too. No surprise, then, that companies and laboratories across the world are scrambling to find a replacement. If this is all news to you, chances are you have never heard of the material causing all the fuss. A mixture of two metallic oxides called indium tin oxide (ITO), it is the material electronic engineers love to hate. Its principal component, indium, is a by-product of lead and zinc mining; it is difficult to come by and expensive. Once through the factory gates, ITO's brittleness and inflexibility make it a pain to work with. And yet it has qualities that make us forgive its defects. Specifically, it is a rare example of a material that is both electrically conducting and optically transparent, which means it does not absorb photons of light. Absorption occurs when a photon's energy matches that needed to knock an electron into an excited state. In a metallic conductor, where there is a free-flowing "sea" of electrons with many different energy states, ths almost always happens. Accordingly, almost all metals are highly absorbing - and entirely opaque. Not so ITO. It is transparent like glass, but also conducts - not as much as most metals, to be sure, but enough. That makes it ubiquitous in modern electronic devices that manipulate light. In flatscreen televisions, each display pixel is switched on and off by a pair of transparent ITO electrodes. In thin-film solar cells, the light-absorbing layer needs an electrode front and back to form a circuit and so convert sunlight to electricity. Sexy touch Touchscreens are just the latest innovation to depend on ITO. Some old touchscreens do without it, for example using infrared LEDs ranged around the screen to fire beams that are blocked by a touch. But this bulky, power-hungry set-up is ill-suited to a small device. The first mobile touchscreen gadgets came equipped with a stylus and two layers of ITO separated by a slight gap. Tapping this "analogue resistive" screen with the stylus brought the two layers into contact, allowing a current to pass that the device detected. The sexy new handset in your pocket exploits the fact that your finger is conductive to do away even with the stylus. Touching the screen changes its capacitance at that location, a change picked up by a single layer of ITO. That innovation was the real breakthrough, says Lawrence Gasman of analysts NanoMarkets in Glen Allen, Virginia. "Multi-touch really changes the smartphone environment, almost like a mouse did for computing," he says. "Without it to expand the text, you'd probably go blind trying to read the web on such a small screen." But how much longer can we count on the material behind that wonder? No one is quite sure how much or little indium there is left, says Thomas Graedel of Yale University, who heads the United Nations Environment Programme's working group on global metal flows. In part, that is because it is only a mining by-product and not all mines go to the trouble of recovering it. The US Geological Survey estimates that known reserves of indium worldwide amount to some 16,000 tonnes, overwhelmingly in China. Dividing that by the rate at which we are currently using the stuff suggests those reserves will be exhausted by 2020. New sources of indium are almost certain to be found, but they are unlikely to satisfy the skyrocketing demand for ITO. This year, according to Gasman's figures, the touchscreen market alone is worth $1.47 billion, and will balloon to $2.5 billion by 2017. Even if the exact extent of indium supplies is hazy, ITO is set to become increasingly rare, and so increasingly expensive. This bald economic fact - and the fact that China is already curbing exports - is driving companies to search for alternative, indium-free touchscreen technologies. Barring a fundamental shift in technology (see "Inside job"), the obvious place to start looking is among chemically similar materials. Lamont Wood investigates the computer industry's treadmill of planned obsolescence The BBC Domesday Project was lauded as one of the digital success stories of the 1980s. Completed in 1986 to mark the 900th anniversary of the Domesday Book, a land-use survey of 1086 England commissioned by William the Conqueror, the project involved thousands of Britons contributing text, photos and video that were published on two custom laser discs. But while the original Domesday Book, handwritten on sheepskin and stored in the National Archives, is still usable after nine centuries by anyone literate in Latin, it's already impossible to access the BBC discs without specialist hardware and extensive software emulation. Anyone with data stored on 5.25 inches floppy discs or text in WordStar format faces a similar problem and even the digital data we are generating today is likely to become inaccessible within our lifetimes. The PC industry's treadmill of planned obsolescence isn't entirely to blame. Digital storage technology has inherent drawbacks that make paper look immortal. Data mortality For example, a hard drive removed from a PC and left on a shelf will eventually become unusable because of daily temperature changes, according to data storage consultant Tom Coughlin. After 10 years or more of the drive sitting on the shelf, the thermal energy fed into the media will gradually trigger spontaneous reversals of the magnetic particles that store the information. Magnetic tapes have the same problem, but take decades to lose data to thermal erasure. This is because they have a lower bit-density than hard drives, Coughlin said. But tapes suffer from another problem, too: delamination occurs when the magnetic media separates from the tape or is attacked by fungus. A baking process that re-affixes the media can sometimes allow the contents to be accessed and transferred to another medium. USB memory sticks are also subject to thermal erasure, and this storage medium faces added risk due to the cheap controllers used. "I wouldn't use a USB memory drive for archival purposes," said Coughlin. Continued use of USB memory would also require that USB ports still be in use decades from now. The US Library of Congress has found enormous variations among CD and DVD media in its accelerated ageing tests, according to project manager Bill LeFurgy. "Some will last a decade and others much less. Beyond five years, I would be nervous about relying on a disc," he said. Other experts complain that, at less than a quarter of tape throughput, the throughput of DVDs is too slow for archival use. Plus, DVDs also have to be changed every few gigabytes, and there remains the issue of how long DVD readers will be around. Online storage isn't 100 percent reliable either. It can be corrupted quickly, and the long-term reliability necessary for archiving isn't on the horizon, said David Rosenthal, chief scientist for the 'Lots of Copies Keep Stuff Safe' (Lockss) programme, a Stanford University Libraries initiative. By analysing the maintenance data published by various storage farms, he found that reliability would need to be improved by a factor of 109 for a petabyte of data stored online to have a 50 percent chance of being usable after a century. But even if this level of improvement could be achieved, there is no way of testing the system other than uploading the content and waiting 100 years, Rosenthal said. With the odds of data survival being so low, and with so much information originating in digital form, "we could be facing a digital dark age 50 years from now, and future scholars will not be able to understand our culture," said Andy Maltz, director of the science and technology council of the Academy of Motion Picture Arts and Sciences. Keeping bits alive The preservation of digital data is a big issue for businesses, and some organisations are successfully dealing with the challenge. At the US National Archives and Records Administration, which manages more than 400 terabytes (TB) of data, three copies are kept of everything - with one stored offsite - and tapes are recopied every 10 years, said Dyung Le, director of systems engineering. Since there's no telling what computer applications will be in use decades from now, text-based material is typically converted to XML, which is based on ASCII. Various forms of metadata are preserved in the file, including descriptive data that could be used as a search aid. However, there's no intermediate format like XML for non-text data, Le said. Therefore, the best an organisation that wants to archive material can do is note what format the material is in and plan to eventually migrate it to whatever application format is dominant in the future - but it must do so at a time when systems for converting from the original format are still available. The result is that we now have multiple ways of achieving different tasks - and far too many means of communicating or being contacted. It's therefore more important than ever to have Windows set up the way that works best for our particular needs and to be able to easily access the tools we need, when we need them. With an ever-growing number of distractions that are fighting for your attention throughout the day, it's important to be as productive as possible. With that in mind, we've dug up the best Windows tricks and talked to several productivity experts to find 51 tips sure to help you get more work done with your PC in less time. Minimise all windows When your desktop becomes so cluttered that you can't find anything, a good way to regain focus is to minimise all the windows except the one you're working on. Grab the title bar of the window you want to use and shake your mouse a little. All other windows will vanish into the Taskbar. Shake again to restore the windows. Ctrl, Home also works. 2. Use folders in your email client Letting email accumulate in your inbox makes it difficult to quickly find important messages. Hi, E 51 doesn't have an internal GPS reciever. Hi Pranav and all, Thanks for that clarification. I intend to buy an iPhone once iPhone 5 is out. Meanwhile, I would like to buy a Nokia phone in order to use Nokia maps, and would appreciate some recommendations as I am completely out of touch with what is available in the Nokia market. Guys, On the skype scripts home page, saw a link to something called "Skype Talking". I find it much better than JAWS scripts. Might not be as easy to use may be for newbies. But, I have given up on jaws scripts and started using skype talking instead. Skype talking is a addin kind of tool that you need to install other than skype. What it does is that provides a set of keystrokes that provide information to any screen reading software. What this means that I need to use keystrokes of skype talking, doesn't matter whether I'm using JAWS, NVDA or any other screen reader. The better part of this tool is that it responds to any skype event even if you people are using any other application. That is if I'm using browser, then Mr. X comes online, then screen reader I am using will speak that out notifying me of the same. Try it out. Works with latest version of skype (5.3.111). Windows 7 does its best to make backing up your files easy. simon williams reckons there's no excuse for not organising and protecting all your valuable data. No hard disk lasts forever. Even if you've never had a drive fail on you, your first experience could be just minutes away. Back up your data now, and avoid the possibility of losing all your important files. A typical backup creates a copy of all the files that matter to you, and retains the original folder structure - when you restore from a backup you can expect to find your files in their normal places. Backups usually exclude program files, which take up a lot of space and are easily reinstalled from their installation discs. Backups can either be direct copies of each file, or an entire folder structure compressed into one huge file, with or without encryption. Windows 7 adopts the latter approach, but it's still possible to restore individual files and folders if necessary. By default, Windows 7 adds a system image to the backup - if your hard drive is beyond repair you'll be able to restore the entire system, including the operating system and program files, to a new drive. Turn off this feature if you need to save drive space. There's little point in backing up your files to the same drive that they usually reside on; if that drive fails, you'll lose both copies. We recommend using a second internal drive or an external USB drive. If you don't have a large media library, you may even be able to use a series of DVDs. The first backup can take a few hours to complete, but Windows 7 will then schedule regular backups that record only the amendments to your documents, thus making backups much faster. By default, this is done once a week; you can change the schedule to suit your needs. We demonstrate how to schedule regular backups that need very little maintenance in our first workshop. It's a good idea to have more than one partition on your hard drive, too. This is a virtual division that Windows regards as a separate drive, and can even be reformatted without affecting the remainder of the drive. We show you how to set up drive partitions using Acronis Disk Director later in this article. Create and restore from a baCkup in WindoWs 7 START Click the Windows button, enter 'backup' in the search bar, then choose 'backup and restore' to access Windows 7's built-in backup utility. now click 'set up backup' and browse to the drive on which you want to store the backup. it's best to use a usb or networked hard drive. Click next. 2 if you allow Windows to choose the files to back up, it will include everything in your default folders and on the desktop, plus a system image, from which you can restore the entire drive if necessary. select 'Let me choose' if drive space is an issue or you'd prefer to select only your most important files. But no one could have predicted that would be the case when Windows 1.0 launched 25 years ago as a graphical front end for MS-DOS, writes Jon Brodkin When Microsoft released the first version of Windows 25 years ago, on 20 November 1985, it was late to the game and little used. Apple had brought graphical user interfaces to computers with Macintosh more than a year earlier, while DOS systems dominated the market for IBM and IBM-compatible PCs. Windows 1.0 was a graphical front end for MS-DOS (Microsoft's version of DOS), but in some respects it was out of date even by the standards of 1985. Windows 1.0, for example, didn't allow overlapping windows, a feature offered with Macintosh. No one who used this first version of the operating system (OS) was likely to have predicted that Windows would completely dominate the PC market 25 years later. Shortly after Windows 1.0 was released, Nathaniel Borenstein was working at the Carnegie Mellon University IT centre when Microsoft representatives visited him to demonstrate their new OS. "What's interesting in retrospect was that we laughed," said Borenstein. "We had a vastly superior window manager of our own, and these guys came in with this pathetic and naive system. We just knew they were never going to accomplish anything." But even the most accomplished technology experts can be wrong. "Never underestimate the value of persistence," Borenstein said. Eventual success Today, 25 years later, more than nine out of 10 desktop PCs run some version of Windows. Windows XP, released nearly a decade ago, is still the most widely used. But XP is starting to give way to Windows 7, which has sold a whopping 240 million licences in its first year of availability. Although Borenstein remembers 1.0, Bill Gates' unstoppable moneyspinner didn't really take off until version 3.0 and Windows 95. Those who tried out the second and third versions were intrigued, but not blown away. In Windows 2.0, you knew you were in DOS because you still had to deal with command prompts, said Chris Hewitt, a developer at Readify, an Australian consulting company. "Really, Microsoft should have called Windows 3.0 'Windows 1.0'. Windows 3.0 was the first Microsoft platform to take over all of the machine and be an operating system," he said. Hewitt remembers there being major excitement over the Windows 3.0 graphical user interface, and said the company he worked for bought 30,000 licences. Julian Easterling, a Marriott International software developer, also remembers using Windows 2.0. "Windows 2.0 was, I believe, still in DOS," Easterling said. "Windows 3.0 was the first graphical user interface OS that I remember seeing." Windows 2.0 was released in 1988 and Windows 3.0 in 1990, but at that time Easterling was a bigger fan of IBM's OS/2. "I preferred OS/2 back then. Although it didn't have a nice graphical user interface, from a programming standpoint it was a lot better," he said. "Of course, Microsoft had marketing behind it and really took over." Unforgettable Windows We asked several Microsoft executives at the recent Professional Developers Conference whether they could recall their first impressions of Windows. Paul Bryan, who has been with the firm for 12 years and now works as a Windows Phone product manager, said: "Probably, but I don't know whether I want to." Windows 3.1 provided Bryan's first Windows experience while he was studying as an undergraduate in computer engineering. Bryan had previously used mainframes and workstations, but Windows provided a new type of usability. "The whole graphical user interface was a very different experience," Bryan said. "It was the first one I had used. I hadn't used Macs, but I had used other text-input interfaces." Guy Gilbert, a Microsoft group product manager, first encountered Windows in the early 1990s, and used it to run Excel and some presentation software. Switching between Windows and more rudimentary systems was frustrating, he said. "It was still a world where you did part of your work in Windows and a good chunk of it on the mainframe," he said. "I was an analyst at Exxon Mobil in the early 90s and spent a lot of time with Excel, which was great - and then you had to go back to the proprietary email system, which was on a mainframe. They guide you to a rogue website or instruct you to download a piece of software. You should ignore the security warnings, they say, and run the program. It's possible that they will also ask you to pay a fee for the service. As you can guess, the software installed does some rather nefarious things, not least scanning for passwords and bank details. Laptops are incredibly useful - until they run out of steam. Rick Broida looks at ways to boost the battery life and performance of your trusty road warrior. Although desktop computers are what most of us use for work, at home and on the road it's a laptop that allows us to get online, read our email and finish off that overdue report. But while their slimline profiles and lack of heft make laptops attractive and relatively portable, the compromise is their often limited specification. The good news is that you don't necessarily have to stick to your original hardware list. It's a fairly simple process to add memory to a laptop, swap the existing hard drive for a more capacious one and tweak the power settings so you get more use from it before needing to recharge its battery. We'll even show you how to use the old laptop hard disk as an external drive. Add RAM to a laptop Our laptop was taking forever to boot. We inspected it for spyware, excessive startup programs and the other usual suspects, but everything appeared fine. However, it was about three years old and wasn't a powerhouse to begin with. In fact, it was a Windows Vista model that was running off a mere 1GB of RAM. Vista needs at least 2GB of memory to run smoothly (as does Windows 7, in theory, although we've seen it run adequately on less). A RAM upgrade is perhaps the simplest and most effective update you can make. Upgrading a laptop's RAM may sound daunting, but it's a very easy task. First, though, you need to determine how many RAM modules your system currently has and what kind they are. Turn off your system, unplug it, remove the battery and flip it over. You should see at least one panel that a small screwdriver can remove. Consult your manual if you can't find the one covering the RAM sockets. Most laptops have two sockets. If only one of your laptop's sockets is occupied, buy and insert a module that exactly matches the existing one. Doing so will effectively double your system's RAM. If both sockets are filled, you'll have to replace both modules. Our laptop had a pair of 512MB modules for a total of 1GB of RAM. We replaced them with a pair of 1GB modules to make a total of 2GB. If you're not sure what kind of memory your laptop takes, browse to a site such as crucial.com, which can identify nearly every make and model of memory. Once you know what you need, you can shop around to find the best price. Reuse an old laptop hard drive Inexpensive hard drive enclosures are ideal for giving old laptop drives new responsibilities. An enclosure is an external case that lends an internal drive a USB interface, so it can act as a compact USB hard drive for backups, storage, transporting files and so on. An enclosure lets you easily drag-and-drop data to the new drive. You can then wipe the old drive or keep it as a backup. Make sure you choose an enclosure that offers the correct type of interface for your old drive. If it's more than a few years old, it's probably IDE. A newer drive is more likely to have a SATA interface. Either way, you can find an enclosure for just ukp20 or so at sites such as maplin.co.uk and dabs.com. Rouse a laptop from Sleep mode As well as hardware limitations, most of us struggle with how to keep our laptops powered up and alert. For example, if you shut the lid on some laptop models the PC will enter Sleep mode - even if you return just a couple of minutes later. The default lid-closing action for most laptops is to put the system into Sleep mode, and Windows is notoriously bad at waking up properly. Instead, you should set your laptop to Hibernate mode. This lets the laptop wake up much more reliably. Sleep (also known as Standby) mode puts your system into a low-power state, so you can pick up where you left off after just a few seconds (in theory). But a PC in Sleep mode continues to consume battery power, so it's not uncommon to return to a 'sleeping' laptop to find that it's out of power or plain unresponsive. Hibernate mode, on the other hand, saves your machine's current state to a temporary hard drive file, then shuts down completely (much like Off). When you start the laptop up again, it returns you to where you left off with no booting up required. Hibernate mode takes longer than Sleep mode to enter or leave (usually 10 to 20 seconds), but you avoid the issues that can arise when Windows suddenly loses power. As noted, Sleep mode is, by contrast, flaky. And if your system refuses to wake up properly, you'll end up losing any documents and/or web pages you had open. Blinking but not powering down Powering down your laptop using the power button doesn't always have the desired effect. Sometimes it puts it into Standby mode instead - indicated by the fact that the Power button light stays on and blinks.
