are you sure that the vol is empty? RC 13 means that there still is
data on the volume according to TSM IIRC.

What does q cont  say?

You could try: restore volume 

That will delete the volume for you if it is empty, or, it you want to
force things, del vol  discarddata=yes

IBM Technote 1251903 summarizes the problem.
You don't specify the bitmode of your Windows system, but it is
likely 32-bit and, because of that, can't handle large stuff, partly
because of deficiencies in the design of the Windows OS.
