PR also has a lot less structural timber to build with. If you look at the BNSF trainloads of lumber that roll out of BC, WA, OR on a regular basis destined for other places in the US... The US is actually kind of an anomaly worldwide with so many houses built out of wood. You can sit by the main railway line Seattle-Vancouver and watch thousands of tons of wood every day roll past.
