Except - now that we've rule-codified conditionals, we have to ask "does this fall under the new rule text (as a conditional) or the previous precedent (as an issue of clarity)?" It may not make an interpretive difference now, but then again it might. For anything written in a pseudocode loop, we know that any computer that would execute the loop does through conditionals (e.g. "does N = the last loop value?") but a meta-look at the full code might see no conditionals.
