That is general decision that these strings are translatable, but every team decides itself will these strings be translated or not. In my case definitely NOT. We translate only booleans (TRUE, FALSE) because mathematical logic is an old discipline and is of course teached in schools in native language, also we translate greek letters, because only webmasters know greek letters english names and all users are not webmasters. ;) Function names are mostly english abbreviations, and when we would start to make new abbreviations in our language it is exactly as hard to understand as english ones. Only difference is that users are used to english ones (also mostly a meaningless sequence of characters...).
