You could easilly write a WSH Script to log users when they log in to the
machine.  I thought you were looking for a pre-existing log.  Definitely
look into the Windows Script Host.

If you got a firewall you could check the log of that. Or if you are talking
about a webservice there is a log for personal webservice

There are a couple of ways to protect Win9x machines

Cut the power cord
Run the keyboard through the paper shredder
Create a wav file to replace the windows startup sound which says "please 
don't use me if yer not supposed to"

OR
Upgrade to win2k

There are a few shareware programs (folderguard I believe is one) which 
provide some minimal security. But they are easy to circumvent if you know 
even a little bit about win boxes...(ie most don't operate in safe mode so 
a quick reboot and you have full access...)

Very little.  Windows 95 is a very insecure system; you can get into the
operating system without "logging on".  (Is this box on a domain?  You
might be able to get some clues from the domain controller.)

To answer your second question, upgrading to NT Workstation or 2000
Professional.
