There are a couple of ways to protect Win9x machines....

Cut the power cord
Run the keyboard through the paper shredder
Create a wav file to replace the windows startup sound which says "please 
don't use me if yer not supposed to"

OR....
Upgrade to win2k

There are a few shareware programs (folderguard I believe is one) which 
provide some minimal security. But they are easy to circumvent if you know 
even a little bit about win boxes...(ie most don't operate in safe mode so 
a quick reboot and you have full access...)
