It would not hurt to get neighbors to sign a petition opposing the conversions. And police reports on the disturbances, if available, would not hurt. But what is most important is to see whether the law allows such conversion. The last hearing that I went to (about a house on Guilford) began with the zoning board saying that it did not think that it had the power to grant the request for more apartments than were already there. Also, get information about the parking situation there; unless the houses have sufficient off-street parking, the conversions may be illegal. Steve. Rob, I once represented the AIA at a BMZA hearing. Sharon Guida, who is an attorney, represented the CVCA there. I don't have any specific advice on making the case. You should try to get an endorsement from a community association. Where does your friend live? Does he know who his neighborhood association is? I'm attaching a letter I brought to the hearing, signed by AIA officers, by way of example for the kind of letter to submit. Speak to other neighbors on the block and try to get them organized so that they communicate a unified message of opposition. If the house is already a nuisance, try to provide photographs and any type of documentation possible. Does the property have any parking spaces?Can they possibly provide parking for additional units, or is parking not an issue? Also the existing zoning may automatically prohibit use as a multi-unit. Are there other multi-unit properties on the block? You might also want to enlist the help of your City Councilman/woman. The Charles Village Civic Assn has a longstanding policy of opposing conversions to multi-units for a number of reasons, one of which is the increased demand for parking.
