In the services display, xinetd services should not display as stopped, since
that invites the user to try start, only to be informed that start makes no
sense for xinetd services.

Such services should display as enabled or disabled, and the start/stop
buttons should be changed to enable or disable.

This assumes that drakxservices is capable of enabling or disabling xinted
services.  If it isn't, then instead of enable/disable buttons, there should
just be a label or something that says starts when requested.
