Capitalism with a Stalinist face

Douglas Davis
Nov. 13,
2003

When the compact figure of Vladimir Putin strode onto the world stage after
his success in the 2000 presidential elections, a tremor of anxiety passed
through the collective body of Western leaders.
Gone was the boozy, bumbling, free-wheeling Boris Yeltsin, clown-prince of
post-Soviet Russia who had unaccountably found himself in the box seat at the
historic moment when his country was rolling up the Communist empire.
The new leader of the new Russia was his polar opposite. A former KGB
colonel, Putin was the identikit Soviet-style apparatchik: hard-eyed, unsmiling,
tightly disciplined. And he had a black-belt in judo to prove it.
The high-achieving Putin, who rose to prominence from the rat-infested slums
of St Petersburg, is still obviously uneasy at the media spotlight that
relentlessly picks out his slight form and follows his every move.
But Putin's moves have been carefully orchestrated and exquisitely
choreographed. While he remains reluctant to permit a smile to crack his stony
fa ade, he has demonstrated that he is a fast learner.
American and European leaders were soon jostling to embrace their new best
friend as he set about convincing the West that he was committed to continue
carrying Russia down the path of democracy and upholding the principles of the
free market.
But all that changed abruptly on October 25 when Russia's most powerful
political figure ordered the arrest of its most powerful economic figure.
As Mikhail Khodorkovsky was bundled off his private Tupolev 154 jet at a
remote Siberian airport on that cold and misty morning three weeks ago, a new
chapter in Russia's turbulent history was being opened.
October, of course, is the season for revolution in Moscow, and just as the
1917 revolution sent an echo around the world, the 2003 revolution has raised
the specter of a return of the bad old Soviet ghosts.
For those who wanted to believe that Russia was on the cusp of a new,
democratic, free-enterprise destiny, the timing of Putin's challenge to the
small band of mostly Jewish oligarchs could hardly have been worse.
After all, the Moscow market had just hit a record high and the credit-rating
agency Moody's had, for the first time, just conferred investment-grade status
on Russia. Not least, elections for the Duma were scheduled for December and
presidential elections for next March.
Iu decision to arrest Khodorkovsky, the multi-billionaire former head of the
Yukos oil empire, was an election ploy designed to woo the masses who loathe the
oligarchs, it has badly misfired. The arrest sent the value of Russian stock
plummeting 15 points in one day and, simultaneously, raised dark fears among the
business and political classes abroad about the wisdom of investing in Russia
and of trusting Putin.
Foreign investors, who provide the fuel for Russia's renaissance, now
perceive the Khodorkovsky affair as the acid test of Putin's sincerity; Western
leaders believe it could destroy Russia's nascent economic and political
reforms; Russian businessmen fear it could trigger the biggest crash since
Russia's rebirth.
Perhaps the best the West can hope for is what Grigory Yavlinsky, leader of
the liberal opposition party Yabloko, has described as "capitalism with a
Stalinist face."
A sign of the dilemma facing the Kremlin - and of the international
respectability that Khodorkovsky had acquired - came in a letter to the London
Times last week signed by the four-man international advisory board of Yukos.
They included former Carter White House aide Stuart Eizenstat and former German
finance minister Otto Lamsdorff.
In a devastating indictment, they wrote: "We are gravely concerned by recent
events that exhibit a complete disregard for the rule of law and we believe
these will serve only to destroy confidence in Russia as a place to invest."
It is still not possible to fully fathom the implications of Putin's putsch
against the oligarchs. What is certain, however, is that the credibility of his
administration - and, possibly, the destiny of Russia's experiment with freedom
- is inextricably tied to the fate of 40-year-old Khodorkovsky, now awaiting
trial on fraud and tax charges.
Those who know Khodorkovsky have told The Jerusalem Post that his future is
now unpredictable, but they expect him to remain in jail, even if he is not
formally arraigned, until at least after the Duma elections, possibly even the
presidential elections . If Khodorkovsky is convicted, he could face a sentence
of up to 10 years.
For all Putin's careful calculations, observers believe he might have got his
sums disastrously wrong when he slapped the handcuffs on Mikhail Khodorkovsky.
If Russia's most celebrated prisoner

Mussolini's heir on Israel trip as Italian party alters image

Sophie Arie in Rome
Monday November 24, 2003
The Guardian

Gianfranco Fini, leader of the Alleanza Nazionale and Italy's deputy prime
minister, began an official visit to Israel yesterday in an attempt to remake
his party's neo-fascist image and fashion himself as a respectable
conservative leader.

Mr Fini, who founded the AN out of the ashes of Benito Mussolini's
Movimento Socialista Italiana (MSI) in 1994, has turned the party line
around in the past 10 years.

In 1994 he called Mussolini the greatest politician of the 20th century.
Eight years later he retracted the comment, condemning him for racial
laws that led to the deportation of 6,000 Italian Jews to Nazi death camps.

He has now become one of Europe's most vociferous supporters of Israel.
Despite EU concern at Israel's security fence in the West Bank, and the
Pope's comment that the Holy Land doesn't need walls, but bridges, Mr
Fini has supported the barrier as a necessary means of self-defence.

In a recent poll, Italy emerged as the only EU member state where the
majority of citizens do not consider Israel a threat to world peace.

Its centre-right government pledged at meetings in Rome with the Israeli
leader, Ariel Sharon, last week to tackle rising anti-Israeli sentiment in
Europe. This hostility, Mr Fini said, was the result of a sparse knowledge
of history and dislike for the Israeli leader.

Mr Sharon described Italy as the closest friend we have in Europe. Fini is
a good and friendly leader, he told the Corriere della Sera newspaper. I
know of the criticism aimed at him, but I think it's a good thing he's coming
to Israel ... It is time to look to the future, not to the past.

During his four-day visit, Mr Fini will meet Israeli government and opposition
leaders and visit a Holocaust memorial.

Critics claim that the visit is part of Mr Fini's domestic political strategy to
turn the AN into a respectable alternative to Silvio Berlusconi's Forza Italia
party.

Israeli state radio commented that Mr Fini was convinced that the road to
the Italian premiership passes through Jerusalem.

Suave and level-headed, Mr Fini - who cringed visibly when the Italian
prime minister compared a German MEP to a Nazi concentration camp
guard this summer - has softened his party's stance on other key issues in
recent months, most notably calling for immigrants to be given the vote.

Earlier this year, he suggested that he might withdraw from the coalition
government to concentrate on his party.

But the AN remains closely linked to Italy's fascist past. Alessandra
Mussolini, granddaughter of Benito, is a party deputy in Naples and a firm
defender of her grandfather, who she believes is unfairly represented in
history books.

In an attempt to purge the AN of its pro-fascist ranks, Mr Fini last week
called for the expulsion of a party deputy, Antonio Serena. Mr Serena had
distributed a video to MPs in praise of a convicted Nazi war criminal, Erich
Priebke, who took part in the murder of 335 civilians in Rome in 1944.

The interior minister, Giuseppe Pisanu, warned this week that Italy, which
has been a stalwart supporter of the US-led intervention in Iraq, faces a
growing threat of terrorist attacks. Jewish targets in the country are on
increased alert.

A tale of two assassinations: Vietnam's JFK
By Sergei Blagov

MOSCOW - A daring young leader slain under mysterious circumstances
while riding in an open car. A rising political star hit by a sniper stationed
high above him, shot from the back by carbine bullets that smashed into
the victim's head. One would guess this is a description of Dallas's Dealey
Plaza episode, which terminated the life and the US presidency of John
Fitzgerald Kennedy 40 years ago. But such a guess would be wrong.

In an ominous preview of the 1963 Dallas tragedy, it was Vietnamese
General Trinh Minh The who was struck behind the ear, apparently by a
sniper bullet, on May 3, 1955. From the angle at which he was hit, the
rifleman appears to have been behind and above Trinh Minh The - just as
the sniper would later be when JFK was shot.

Officially, The died in a street skirmish in Saigon while riding in his Jeep
near Tan Thuan Bridge, close to where the canal met the Saigon River and
where his troops were fighting one armed group of the opposition.
However, there are still discrepancies and holes in the official account of
Trinh Minh The's death.

Suffice it to say, the witnesses reported wounds of entry and exit in
different places. But the official report insisted that Trinh Minh The was
killed by enemy fire. The bullet entered The's left eye, and not the back
of his head, the report said. Yet the government's stray-bullet theory in
the Trinh Minh The case satisfied almost no one. The official report was
seen as an attempt to cover up the fact that Trinh Minh The was hit in the
back, indicating a conspiracy.

Trinh Minh The was widely believed to have been shot from behind, and
the wound was powder-blackened, indicating a shot at point-blank range.
The bullet reportedly entered Trinh Minh The's right ear, went through his
head and blew off the left eye. The discrepancies could have been solved
by a routine autopsy, but the authorities never completed one. There was
no need to declare the case closed, then, as there was no case.

The Saigon government, headed by Ngo Dinh Diem, was later accused of
covering up what was seen as Vietnam's most important unsolved crime. It
was rumored that Trinh Minh The's remains had disappeared from their
grave as part of the cover-up. Not surprisingly, Trinh Minh The's backers
have claimed that Diem was behind the assassination.

Trinh Minh The, who was portrayed in a recent Miramax movie, The Quiet
American, as a main dirty-dog character, had many enemies. Yet his
supporters viewed him as a truly independent nationalist, one who might
have provided Vietnam with better leadership than Diem, an installed
alternative. These speculations sound reminiscent of the claim that, had
president Kennedy lived, he would have chosen the course of
disengagement in the Vietnam War.

It might similarly be argued that Trinh Minh The's attempts to remove Diem
could have possibly entailed an early US disengagement. But in the wake of
Trinh Minh The's demise, Diem crushed the opposition as the first step
toward monopolizing power in South Vietnam, later defying the North and
ignoring the Geneva elections provision as well. Thus, the national
elections in Vietnam were never held because Diem did not want them,
fearing that Ho Chi Minh probably would have won a popular vote. And
though there are no ifs in history, Diem's removal by Trinh Minh The, had
it occurred, could have made the US war in Vietnam avoidable. The
escalation did not have to happen, 3 million Vietnamese did not have to
die, nor did 58,000 Americans.

The comparison between the death of one obscure Vietnamese politician
and the greatest unsolved crime of the 20th century may sound like a

Insights into
the neocon culture and value system:

Canadian clubbed

Conrad Moffat Black was a man of Napoleonic ambition and achievement, but his
final attempt to outflank shareholders brought him down. Jamie Doward
reports
Jamie DowardSunday November 23,
2003The
Observer
In the week we learnt, courtesy of
a rogue reporter, that the Queen's breakfast table is festooned with Tupperware,
it is gratifying to learn that at least one member of the aristocracy has tastes
so lavish they rival those of the Sun King, Louis XIV.
As befits an avid historian of pomp and pageantry and a man born into one of
Canada's wealthiest families, Lord Black of Crossharbour has anachronistically
regal tastes that are only now coming into the open as his empire teeters on the
brink of disintegration.
As Black is subjected to the ignominy of a US Securities and Exchange
Commission (SEC) inquiry into the whereabouts of millions of dollars that were
paid to him and several acolytes in the form of non-compete fees - fees which
disgruntled shareholders say belong to them - the high-living tycoon faces the
millionaire's equivalent of having his credit cards cut up.
Cosy deals which saw tens of millions of dollars paid out of the US-listed
Hollinger International, owner of the Daily and Sunday Telegraph, the Jerusalem
Post and the Chicago Sun-Times into a series of Black's own private companies
are now being dismantled.
Worse, if investigators find any holes in Hollinger's accounts, then under
the recently introduced Sarbanes-Oxley Act, Black, the man who signed them off,
and who categorically denies any wrongdoing, could face a jail term. Last week,
as the deadline for vouchsafing the latest set of accounts came and went, Conrad
Moffat Black was forced to stand down as chief executive officer, opening up
further questions about the state of his empire's finances.
Relinquishing his position represents an Icarus-like descent for the
59-year-old Black. 'You've got to understand that Conrad is someone who believes
he is in a league of his own. In his eyes he is not mortal, at least not like
others. The power of his intellect, his huge wealth, his massive network of
contacts, has convinced him of this. This will be a major shock to the system,'
recalls someone who has worked with Black.
Or as Black's former history tutor, Laurier LaPierre, once recalled:
'Conrad's entire sense of life revolved around the idea that, through a
combination of circumstance, accidents and evolution, god is granting him this
extraordinary power that he must guard well and pass on. He has always felt
himself to be a genuine instrument of history.'
But relinquishing titles like the Telegraph, possibly to a rival like Richard
Desmond (on whom Black's views are unprintable) would be far, far worse. Black
positively thrives on the power his papers give him. 'The deferences and
preferments that this culture bestows upon the owners of great newspapers are
satisfying. I mean, I tend to think that they're slightly exaggerated at times,
but as the beneficiary - a beneficiary - of that system, it would certainly be
hypocrisy for me to complain about it,' he once said.
Whatever happens as a result of the SEC investigation, Black is likely to
find himself in significantly straitened financial circumstances - although if
needs be, he could always sell one of his many palatial homes to avert a
cashflow crisis.
There's the stunning Toronto mansion complete with a domed roof modelled on
St Peter's in Rome, a chapel consecrated by the City's Roman Catholic
archbishop, and a 12-acre estate, for a start.
Then there is the obligatory Park Avenue apartment in New York, the
ocean-front home in Palm Beach and the stucco-fronted four-storey pile in
London's Kensington he bought from Australian financier Alan Bond.
Previously when in London he lived in a house in Highgate, but this turned
out to be too small for Black's extensive library. So he bought the house next
door to store his collection of books and then sold it to a shipping magnate a
few years later. Records at the Land Registry suggest he also owns a property in
Chelsea.
All these abodes are stuffed with works of art, historical curios and busts
of great military leaders - Caesar and Napoleon being the two great favourites,
although he also has more than a sneaking admiration for de Gaulle.
Not even Dennis Kozlowski, the disgraced boss of industrial conglomerate Tyco
and the man who become infamous for spending $15,000 on an umbrella stand, seems
to be able to match Black when it comes to a taste for the finer things.
Those powerful or unfortunate enough to have been summoned into Black's
cavernous New York city office could not have missed the series of framed
letters from Franklin Roosevelt to his cousin Margaret Suckley that hang on the

AMERICA'S TRADITION
OF NON-INTERVENTIONISM
by Chris Leithner

The notion that a radical is one who hates his country is nave and usually idiotic. He is, more likely, one who likes his country more than the rest of us, and is thus more disturbed than the rest of us when he sees it debauched. He is not a bad citizen turning to crime; he is a good citizen driven to despair.

H.L. Mencken (letter to Upton Sinclair, October 14, 1917)

Labels, as Thomas Sowell teaches us in The Vision of the Anointed, are both convenient and dangerous things. Carefully and dispassionately used, vocabulary helps to transmit complex ideas accurately and efficiently. Employed carelessly, however, terminology creates vagueness, ambiguity and misunderstanding; and utilised malevolently, it can obstruct reasoning, obscure corroborating evidence and thereby set the stage for mistakes and sometimes catastrophes.

War and related issues

"American Isolationism" is a label that has long been used malevolently by its opponents. Non-interventionism, a less emotive phrase, denotes disapproval, ranging from scepticism to outright opposition, with respect to a cluster of related issues: war (particularly ideological wars and crusades) and other government interventions (alliances, "aid," posting of military personnel, etc.) in foreign lands; the eclipse of the authority of the U.S. Congress to declare war, the concentration of authority and discretion in the Executive and the consequent ability of a President to execute war deceptively and secretly; America's abandonment of republicanism and limited government and embrace of imperialism and a welfare-warfare state; the erosion of civil and political liberties for the sake of "security;" and the linkages between a large military establishment and permanent war economy, industry, government and bureaucracy.(1)

Congressman Howard H. Buffett, (R-Nebraska), the Midwestern campaign manager for "Mr. Republican" Senator Robert Taft in 1952, was a leading opponent of America's increasingly interventionist policies, foreign and domestic, during the 1930s, 1940s and 1950s. Criticising the proposal of FDR's Secretary of the Interior (whose bailiwick, one would have thought, could not extend beyond the then-forty-eight states) to build a $165m oil pipeline in Saudi Arabia, Mr. Buffett stated on 24 March 1944 "it would terminate the inspiring period of America's history as a great nation not resorting to intercontinental imperialism. This venture would end the influence exercised by the United States as a government not participating in the exploitation of small lands and countries It may be that the American people would rather forego the use of a questionable amount of gasoline at some time in the remote future than follow a foreign policy practically guaranteed to send many of their sons to die in faraway places in defence of the trade of Standard Oil or the international dreams of our one-world planners."

Congressman Buffett was a staunch anti-Communist who nevertheless questioned the morality as well as the efficacy of America's Cold War crusade. He declared "our Christian ideals cannot be exported to other lands by dollars and guns. Persuasion and example are the methods taught by the Carpenter of Nazareth We cannot practice might and force abroad and retain freedom at home. We cannot talk co-operation and practice power politics "

Patrick J. Buchanan uttered similar sentiments and outlined a stark choice during the 2000 U.S. Presidential campaign. "How can all our meddling not fail to spark some horrible retribution Have we not suffered enough from PanAm 103, to the World Trade Center [bombing of 1993], to the embassy bombings in Nairobi and Dar es Salaam not to know that interventionism is the incubator of terrorism? Or will it take some cataclysmic atrocity on U.S. soil to awaken our global gamesmen to the going price of empire? America today faces a choice of destinies. We can choose to be a peacemaker of the world, or its policeman who goes about night-sticking troublemakers until we, too, find ourselves in some bloody brawl we cannot handle."

lite indignation

Yet presently in America, as for most of the past half-century, few things provoke more indignation, ridicule and denunciation from political, academic and journalistic lites (as opposed to consumers and taxpayers) than scepticism towards America's interventionist foreign policy. To be associated with isolationism is, in privileged quarters, to be cast outside the perimeter of serious conversation. American journalist Ted Koppel struck such a note on 2 November 2001. Introducing his Nightline audience to critics of the American bombing of Afghanistan, he said "some of you, many of you, are not going to like what you hear tonight. You don't have to listen."

Wolfowitz, Douglas Feith and the dark prince himself, Richard

They share a breathtaking arrogance. They brook no word of opposition.
They persist in believing that somehow they can graft Jeffersonian democracy

millennia. When they're wrong, they never admit it. Never.
A large part of the trouble unfolding in Iraq can be laid directly at
the feet of Cheney, Rumsfeld and their people. They made no plans for postwar
Iraq. No plans to secure the buildings and symbols of government in Iraq. No
plans to rebuild a shattered economy, infrastructure and nation. No plans to
secure law and order in a fractious, violent place.
They listened instead to their own counsel and to the whisperings of

First, let's examine the big differences.
The Iraqi guerrillas aren't the Viet Cong. They don't swim like
fish among the 24 million citizens of Iraq. They're overwhelmingly
Sunni Muslims, and they're largely confined to the Iron Triangle
defined by the Baghdad suburbs in the south, Tikrit in the north,
and Ramadi and Fallujah to the west.
They don't fight to unify their homeland but rather to regain a
brutal minority's power over an enslaved majority. They were the
privileged class under Saddam Hussein, and they don't want to let go
of the BMWs, the mansions and the other perks.
If they tried to swim among the peoples they oppressed for 40
years, the Kurds and Turkomens in the north and the Shiites in the
south, they wouldn't last a New York minute.
They have no Ho Chi Minh to put a kindly and photogenic visage on
their campaign. They soldier under the banner of the fugitive
Saddam, who tortured and slaughtered hundreds of thousands of his
countrymen to keep himself, his family and his Tikriti tribe in
power.
They don't have a China or a Soviet Union to pump in weapons and
ammunition and carry the ball for them in the United Nations and
internationally. They don't need them. Iraq is one huge arms dump,
with a million tons of unguarded weapons and explosives.
They don't have the sanctuaries that afforded easy shelter and
protection for the Viet Cong and North Vietnamese. No Cambodia. No
Laos. Iraq's borders are long and porous, but not even Iran among
its neighbors wants to be caught providing sanctuary to these
people.
The Iraqi guerrillas can use SAM-7 missiles or rocket-propelled
grenades to shoot down the occasional U.S. helicopter; drop a few
mortar rounds into this compound or that; send truck bombs against
soft targets of opportunity, such as the U.N. headquarters; build
roadside explosive devices triggered by cellphones; and fire RPGs
into soft-skinned Humvees.
But that's all they really have to do.
That and survive.
A presidential election is approaching in the United States, and
Americans and their allies are already growing impatient with the
cost of this war, both in blood and in treasure.
So where are the similarities between Iraq and Vietnam? They
reside in Washington.
The failures of American political leadership that plagued this
country in Vietnam are being repeated in Iraq. Lyndon Johnson used a

Pre-Emptive Killing
by Charley Reese

Former Secretary of State George Shultz talked with Charlie Rose a few weeks ago and said this, or words to this effect, in defense of pre-emptive war.

"Well, if you knew someone intended to kill you and had the means to do so, you wouldn't wait until they attacked. That would be silly," said the grand pooh-bah of the Eastern Establishment.

Sounds sort of logical, but there's a big hitch. If you or I actually followed his advice and pre-emptively killed somebody we knew planned to kill us, we would be arrested, charged with first-degree murder and convicted. The law of no country that I know of condones pre-emptive murder.

And international law, toothless though it is, does not condone or permit pre-emptive wars. The problem with pre-emptive wars, which are now the doctrine of the U.S. administration, is that such wars are necessarily based on intelligence.

And if we have learned nothing else from the Iraq debacle, it is that intelligence can be way off the mark. It doesn't matter that the intelligence agencies of the United States, Great Britain and Israel all agreed that Saddam Hussein had weapons of mass destruction. The fact, as we have so far discovered on the ground, is that he did not. In a backhanded way, the Bush administration now admits this by trying to dream up other reasons why we went to war.

Americans need to better understand intelligence. It is an amoral and sleazy business and much more imperfect than you would think from reading the novels of Tom Clancy. Let's look at how intelligence agencies gather information.

First, you can translate and read books and periodicals published in the target country. Second, you can take satellite photographs of the country. Third, you can intercept some electronic communications. And finally, you can develop human spies.

Satellite photographs can't penetrate forests, caves or roofs. The volume of electronic intercepts is such that by the time you translate and transcribe them, you are several weeks behind. Furthermore, everybody in the world today knows that satellites can be tracked precisely, and thus people can time any movements they wish to keep secret. Everybody knows about electronic intercepts, so they watch what they say.

As for human spies, you have to recruit traitors. Now, people will betray their own countries for different reasons. Some are blackmailed into doing so. Some will do it for the money. Some might do it for ideological reasons. All of them, once they take that first step, will try to tell you what they think you want to hear. The reason is plain: Once they betray their own country, you have them by the tender parts. If they are caught, they die; their only hope of escape is you, the spy handler. That's why even human intelligence cannot be regarded as gospel. The same applies to defectors.

All I'm saying is that intelligence is imperfect. Spy agencies gather all kinds of bits and pieces of information and then try to analyze them and draw conclusions. But essentially they deal in educated guesses, not in scientific certainties, and quite often their sources are tainted by self-interest and sometimes might be giving deliberate disinformation.

Furthermore, the spy agencies themselves are often pressured to tell their political bosses what they want to hear. That seems to be one of the sins of the current administration. It put uncommon pressure on the CIA to find evidence to justify the policy already adopted.

What is practically impossible to learn is what the true intentions of the leaders of other countries actually are. Russia and China in particular have made a specialty of strategic deception. Also, penetration of terrorist cells is extremely difficult, if not close to impossible.

War is too important a step to take based on nothing more than intelligence briefings, the advice of Mr. Shultz notwithstanding. He has, by the way, always reminded me of the cartoon character Droopy.

Snatching VICTORY From the Jaws of Defeat
by Scott P. Richert

On February 7, the Washington, D.C.-based Center for Public Integrity revealed that it had obtained a draft of proposed legislation, officially entitled The Domestic Security Enhancement Act of 2003 but referred to unofficially, as it made the rounds of Capitol Hill, as PATRIOT II. CPI made a scanned copy of the act available on its website and issued a special report outlining the major provisions of PATRIOT II, including new restrictions on Freedom of Information Act requests regarding suspected terrorists detained by the federal government; similar restrictions on access to any documents filed with the Environmental Protection Agency by companies that use dangerous chemicals, because such documents are required to outline a worst-case scenario, which, CPI noted, the bills drafters refer to as a roadmap for terrorist s; the creation of a DNA database on suspected terrorists, expansively defined to include association with suspected terrorist groups; the abolition of almost all federal consent decrees entered into by state and local law-enforcement agencies before September 11, 2001, because such decrees, which were ordered by courts as a result of police spying abuses, could hamper terrorism investigations; the presumptive denial of pretrial release to those charged with terrorism-related crimes; and the expansion of measures allowing for the expatriation of terrorists.

The public response was swift and stunning. CPIs website was swamped with requests for the file; because of the number of measures targeting electronic communicationsparticularly, such things as encryption of e-mailand removing restrictions on federal demands for information from private businesses, particularly internet service providers (ISPs), hundreds of webloggers published analyses of the proposed legislation.

Within days, the Department of Justice was claiming that PATRIOT II was merely a working document; within weeks, the proposed legislation was dead, marking perhaps the first major legislative triumph for the denizens of the web.

Many of the elements of PATRIOT II might not have withstood judicial scrutiny. For instance, in expanding the federal governments ability to expatriate terrorists, the bill, according to the Justice Departments section-by-section analysis circulated with the draft, would have made explicit that the intent to relinquish nationality need not be manifested in words, but can be inferred from conducta stunning reversal of American tradition, which has always required citizens to renounce their citizenship explicitly (by, for instance, accepting citizenship in another country). The legislation would have amended Section 349(a)(3)(B) of the Immigration and Nationality Act to allow expatriation of anyone providing material support to a terrorist organization (as defined by the attorney generalthis could include, for instance, registered non-profit organizations in the United States), as long as that person provided such support with the intention of relinquishing nationality. How, short of an explicit statement, could his intention be determined? Well, the Immigration and Nationality Act would also be amended to provide that The voluntary commission or performance of an act described in subsection (a)(3)(A)(i) or (B) [e.g., a donation] shall be prima facie evidence that the act was done with the intention of relinquishing United States nationality. Note that the government would not even have to prove that the person realized that he was supporting a terrorist organization. You gave money to a terrorist organization with the intention of relinquishing your nationality. How do we know you intended to relinquish your nationality? You gave money to a terrorist organization . . . Such circular logic would likely have faced a court challenge.

Still, the popular uprising against PATRIOT II illustrated that judicial scrutiny is not the only roadblock that can be thrown in the path of the national-security juggernaut, and the victory encouraged activists to keep an eye out for similar legislation.

They found it in August, when Sen. Orrin Hatch (R-UT) began circulating draft legislation, cosponsored by Senators Jeff Sessions (R-AL), Lindsey Graham (R-SC), John Cornyn (R-TX), and Jon Kyl (R-AZ), entitled the Vital Interdiction of Criminal Terrorist Organizations Act of 2003the VICTORY Act, for short (though you will search in vain for a Y). Besides implying that there is such a thing as a noncriminal terrorist organization, the proposed legislation took as its stated aims (in the titles of its sections) Combating Narco-Terrorists Who Aid and Support Terrorists or Terrorist Organizations, Preventing and Punishing International Money Laundering, National Drug Sentencing Reform, Protecting Children From Drug Traffickers and Preventing Drug-Related Violent Crime,

False Issue
by Charley Reese

What in the world is all this flap and hullabaloo about homosexual marriage licenses? Who cares?

This is another of those inconsequential red-herring issues designed to distract you while the politicians steal the country right out from under you. You had better worry about why one euro costs $1.19 rather than whether two homosexuals can get a piece of paper at the county courthouse.

Logically, to forbid something, one must demonstrate that the forbidden act will cause harm to others. OK. What harm will befall you and me and our children if two homosexuals get a marriage license? Well, I'm waiting. I'm sorry I have nothing to contribute. I can't think of any harm it will cause to anyone.

The fact that the state has intruded itself as a third party in every marriage does not add to the sanctity of the marriage. It is just a state license, like a license to be a plumber. As far as the state is concerned, a marriage license is a license for a civil union, since the state doesn't care whether a preacher or a notary public marries you.

"Civil union" is a political euphemism for marriage. It allows the politician to get votes from both sides. The politician can be in favor of civil union but not marriage. That's like a legislator being "personally opposed" to abortion but voting to legalize it. We already have a surplus of hypocrisy in this country. Let's not add to it with euphemisms.

Well, homosexual acts are against God's law, you say. OK, presumably God will enforce his own laws. You won't find in the Christian Bible any passage that says the responsibility for enforcing God's laws rests with the secular state. There are several acts denoted as sins that are not illegal.

Furthermore, Christianity is a personal religion, not a tribal or state religion. If you wish to be a Christian, then you have a personal obligation to obey the commands of the Christian religion. Whether someone else does or does not is of no concern to you. You can be a devout, scrupulously pure Christian in the midst of the most outrageous sinners. Your obligation is to obey God's commandments, not to compel someone else to do it.

Protestants in particular have a problem. It was the Protestants who said: "We don't need no Pope or priest to interpret the Bible. Everybody can read it and interpret it for themselves." Well, everybody includes homosexuals. Protestants have been arguing and even fighting over interpretations of the Scripture for centuries, but again, that is a private affair and no concern of the secular state.

Some people have acted as if state recognition of homosexual marriages will cause the whole of Christian morality to collapse. I hate to be a bearer of bad news, but traditional Christian morality collapsed in this country long before homosexuals came out of the closet. This is a secular, decadent, even freaky society, or have you not noticed? Watch MTV or go to the movies or watch prime-time television. The elites in this country definitely do not practice morality, Christian or otherwise. You are already living in the dawn of a new Dark Age or whatever the 21st-century equivalent will turn out to be. Don't sweat homosexual marriage licenses. That is the least of our problems.

Since I'm not a plumber, the state's policy on plumbers' licenses is not an issue for me. Since I'm not a homosexual, the state's policy on homosexual marriage licenses is not an issue for me. But as a libertarian, I cannot for the life of me understand why so many people have an incurable itch to control other people's lives.

If homosexuals want a marriage license, give it to them. It won't have any effect whatsoever on our lives or the life of the nation or the course of world history. And a word to homophobes, most of whom are latent homosexuals themselves: Denying them a marriage license does not convert them into heterosexuals.

WHY ZIONISTS NEED ANTI-SEMITISM

Posted By: ChristopherBollyn Send E-Mail
Date: Sunday, 23 November 2003, 5:20 a.m.

STRANGE BEDFELLOWS: ANTI-SEMITISM AND ZIONISM

By Christopher Bollyn
American Free Press

Jewish billionaire George Soros was criticized recently for saying that Israeli policies provoke anti-Semitism. Yet it is well known that Zionist extremists like Ariel Sharon have fomented anti-Semitism over the years for one fundamental reason - Israel needs more Jews.

There is a resurgence of anti-Semitism in Europe, Jewish billionaire George Soros told the Jewish Funders Network (JFL) in New York on November 5. The policies of the Bush administration and the Sharon administration contribute to that, he said. If we change that direction, then anti-Semitism also will diminish.

While most observers would say that Soros was merely stating the obvious, his comments reportedly caused major shock in the Jewish community as American-Jewish leaders reacted with unusual vehemence.

Abraham Foxman, director of the Anti-Defamation League (ADL) said Soros comments were absolutely obscene. Soros view is a biased and bigoted perception of whats out there, Foxman said.

Foxman revealed his own bias during a recent ADL speech when he compared the worlds assembled Islamic leaders to animals, saying, Heads of state, kings, potentates stood on their hind legs and gave him [Malaysian prime minister Mahathir Mohammad] a standing ovation.

Malcolm Hoenlein, chairman of the Conference of Presidents of Major Jewish Organizations said Soros statement reflects a fundamental misunderstanding about anti-Semitism. Its ridiculous and unacceptable to say that attacks on Jews are related to Bush or Sharons policies, Hoenlein said.

Mark Charendoff, president of JFL, supported Soros saying he was enormously frank and candid.

Soros, however, is not alone. Matthew Rothschild, editor of The Progressive echoed Soros in his Nov. 17 editorial The Return of Anti-Semitism.

Distressingly, the hard-line policies of Ariel Sharon are only fueling this anti-Semitism. By repressing Palestinians day in and day out, by continuing to build settlements, and now by building a wall into Palestinian territory, Sharon is providing footage for the next bin Laden video, Rothschild wrote. Sharons policies also breed new anti-Semites every day. Thats the undeniable connection that he ought to examine himself.

Rothschild is apparently unaware that Sharon, like all Zionist extremists, understands the undeniable connection between anti-Semitism and Zionism very well. Zionists have long exploited anti-Semitism as a tool to construct an artificial ethnic state for the Jews.

While anti-Semitism is generally defined as prejudice or hostility toward Jews it has been redefined in the recent past to mean anything that opposes the policies and interests of Israel, according to Allan C. Brownfeld, editor of Issues, the journal of the American Council for Judaism.

This redefinition of anti-Semitism was evinced by Raanan Gissin, an adviser to Sharon, who cited a recent European poll in which 59 percent of respondents said Israel was the greatest threat to world peace as evidence that anti-Semitism is on the rise in Europe.

While it may seem odd, Zionists have fomented and promoted anti-Semitism over the years as a means to compel Jews to move to Israel.

What few Americans understand is that there has been a long historical alliance from the end of the 19th century until today between Zionism and real anti-Semites, Brownfeld wrote in an essay Zionism and Anti-Semitism: A Strange Alliance Through History.

Theodore Herzl, the Hungarian Jew who is seen as the father of the Jewish state, wrote in his diary: The anti-Semites will become our most loyal friends, the anti-Semites nations will become our allies.

The Israeli historian Benny Morris said Herzl saw in anti-Semitism a force that could be harnessed for Zionism. The European political establishment would eventually be persuaded to promote Zionism, Morris wrote. Herzl recognized that anti-Semitism would be harnessed to his own - Zionist purposes.

The seemingly perverse alliance between Zionists and anti-Semites is based on a shared view that considers Jews to be a race, a foreign people that cannot be assimilated living in exile outside of the Jewish state.

Zionism and anti-Semitism share a view of Jews, which the vast majority of Jews in the United States and elsewhere in the world have always rejected, Brownfeld wrote.

The late Israel Shahak, author of Jewish History, Jewish Religion wrote: Close relations have always existed between Zionists and anti-Semites. The Zionists, Shahak wrote, use the anti-Semites for their own purposes.

As a new global campaign against anti-Semitism is launched, the way Zionists use anti-Semitism needs to be understood: Zionist extremists like Ariel Sharon have always

The New York Times, the Washington

interest that Richard Perle recently declared the Iraq War to be a violation of
international law. Clearly, by these repeated acts of omission, they

But before I start kicking sand in
Arnold's face, I'd like to put in a word or two for Richard Perle, best known
as a member of the U.S. Defense Policy Board. Perle did not make headlines
last week when he admitted what most of us already know, that the war against
Iraq is a violation of international law.
  This "confession" of sorts got
somewhat less attention in the news media than, say, the police booking of a
Santa Barbara man-child accused of sexual molestations. It was reported once
-- in London's Guardian -- and picked up by only one other publication, The
Taipei Times. If it was reported elsewhere, neither Google nor LexisNexis know
  about it.

  Speaking in London, Perle said,
"International law . . . would have required us to leave Saddam Hussein
  alone."
And: "International law stood in the
way of doing the right thing."
I don't want to dwell on this subject
-- you can click on the Guardian
  article yourself
-- but I just felt Perle's admission should be reported somewhere in the
American press, if only in one little online column.

Sniper Jury Recommends Death Sentence for
  MuhammadBy THE ASSOCIATED PRESS

  Filed at 1:15 p.m. ET
VIRGINIA BEACH, Va. (AP) -- Jurors decided Monday that John Allen
Muhammad should be executed for masterminding the deadly sniper attacks
that terrorized the Washington area for three weeks last fall.
As the verdict was read, Muhammad maintained the same unflinching
demeanor he had shown through most of his trial. The jury deliberated five
hours over two days before reaching the verdict against Muhammad, a
42-year-old Army veteran who had asked police to ``Call me God'' during
  the October 2002 spree.
The same jury had convicted him a week earlier of murdering Dean Harold
Meyers, a 53-year-old man struck by a single bullet to the head on Oct. 9,
2002, as he filled his tank at a Manassas-area gas station.
The jury's sentencing recommendation is not final. Circuit Judge LeRoy
  F. Millette Jr. can reduce the punishment to life in prison without parole
when Muhammad is formally sentenced, but Virginia judges rarely do that.
Sentencing was set for Feb. 12; Virginia death row inmates are executed by
  injection unless they choose electrocution.
The jury concluded that prosecutors proved both aggravating factors
allowing the death penalty: that Muhammad would pose a danger in the
future or that his crimes were wantonly vile. He was sentenced to death on
both counts he was convicted of last Monday: multiple murders within three
years and murder as part of a terrorist plot.
``As we said from the get-go, the death penalty is reserved for the
worst of the worst,'' prosecutor Paul Ebert said. ``We think Mr. Muhammad
fell into that category and we think the jury agreed.''
Jonathan Shapiro, one of Muhammad's attorneys, said the defense team
had no problem with the jurors, ``who applied the law as it was given to
them.'' But he added: ``We have deep disagreement with any system that
  sanctions killing.''
Prosecutors had depicted Muhammad as a ruthless murderer who was
``captain of a killing team'' that included teenage co-defendant Lee Boyd
Malvo. They presented evidence of 16 shootings, including 10 deaths, in
Maryland, Virginia, Alabama, Louisiana and the District of Columbia.
``One thing's for sure they took pleasure in terrorizing people,''
Ebert said. ``They took pleasure in killing people and that's the kind of
man that doesn't deserve to be in society.''
Marion Lewis, 51, the father of sniper victim Lori Ann Lewis-Rivera,
25, said his relief at the jury's verdict was tempered.
``Now I have to wait 10 or 15 years for the execution to happen,'' he
said. He added: ``I don't believe there ever can be any total closure for
  something like this.''
At the height of the killings, the area was so terrified that sports
teams practiced indoors and people ducked down while fueling their cars.
Some Virginia school systems closed for several days after police found a
note at one shooting scene: ``Your children are not safe anywhere, at any
  time.''
The jury also recommended the maximum sentences of 10 years in prison
for conspiracy to murder and three years for using a firearm in a
  felony.
``It has been a little bit of a relief today when we finally reached
our decision and ... we knew we had made the right one,'' juror Heather
Best-Teague said. The hardest part with imposing the death penalty for her
was ``the fact that he has children. I know what it would be like to not
  ever see mine again.''
Malvo is on trial in nearby Chesapeake for killing FBI analyst Linda
Franklin, 47, outside a Home Depot store in Fairfax County on Oct. 14,
  2002.
When Muhammad and Malvo, were arrested on Oct. 24, 2002, several
jurisdictions scrambled to prosecute them. Attorney General John Ashcroft
decided to send them to Virginia to stand trial, citing the state's
ability to impose ``the ultimate sanction.''
Only Texas has executed more people than Virginia since the death
penalty was reinstated in 1976 -- 310 to 89. Virginia is one of 21 states
that allow the execution of inmates who committed capital crimes as 16-
and 17-year-olds. Malvo was 17 at the time of the shootings.
During the sentencing phase of the trial, defense lawyers sought to
portray Muhammad as a caring family man, showing jurors a home movie in
  which he

2003U.S. troops
opened fire after an explosion near a military convoy Monday in Mosul, as fears
grew that the anti-coalition insurgency was spreading north a day after two
American soldiers were savagely beaten and killed in the same city. Near
the northern city of Kirkuk, an oil pipeline was on fire Monday. Adel al-Qazzaz,
manager of the Northern Oil Company, said he believed sabotage was to blame.
Insurgents have repeatedly targeted pipelines, and sabotage of oil
infrastructure has become a major problem for the U.S.-run coalition. In
the Mosul attack, gunmen activated a roadside bomb and opened fire on the
convoy, injuring a soldier, the military said. Local residents said U.S.
troops immediately cordoned the area in Hay al-Dobat neighborhood. "I heard a
strong explosion saw the Americans randomly shooting in all directions," said
Omar Hamed, a witness. In other developments:

Civil liberties groups are criticizing an FBI memo detailed some of the

memo merely contained basic advice for local police departments. On
Sunday, gunmen in Mosul shot two American soldiers driving through the city

teenagers dragged the men out of the wreckage and beat them with concrete
blocks, the witnesses said. "One of the soldiers was shot under the chin
and the bullet came out of his head. I saw the hole in his helmet. The other was
shot in the throat," said Bahaa Jassim, a witness. The city is 250 miles
north of Baghdad. Some people looted the vehicle of weapons, CDs and a

Somalia, when locals dragged the bodies of U.S. Marines killed in fighting with

Mosul, once touted as a success story in sharp contrast to the anti-American

administration — have increased in the region surrounding Mosul. In
Kirkuk, 150 miles north of Baghdad, three American civilian contractors from the
U.S. firm Kellogg Brown Root were injured Sunday when a bomb exploded at
an oil compound. In Baqouba, just north of Baghdad, insurgents detonated
a roadside bomb as a 4th Infantry Division convoy passed, killing one soldier
and wounding two others, the military said Sunday. Sunday's deaths
brought to 427 the number of U.S. service members who have died since the war
began. And gunmen killed the Iraqi police chief of Latifiyah, 20 miles
south of Baghdad, and his bodyguard and driver, American and Iraqi officials
said. That was at least the third Iraqi official murdered in the past week.

What these self-identified Semites need more than Anti-Semitism is
Anti-Christism (see I John 2:22 re 'antichrists'). They can exist with or
without Anti-Semitism. They cannot exist without Anti-Christism BECAUSE
THAT DEFINES THEIR CULT. What else do the millions of invaders of
Palestine from many countries, with 30% atheists as Golda Meier herself
acknowledged, have in common but their opposition to the teachings of
Christ? Do we now have prophecy fulfilled because of the love of the
antichrists by Grovelling Grahams and a pack of tele-evangelists? Don't
you hear Jack and Godzilla parroting the Gospels on the many quotes by
Jesus Christ saying how you should all love the atheists, the enemies of
God or G-d if you prefer, and enemies of Jesus Christ? Now that's a
humdinger of a conspiracy don't you think? A conspiracy against G-d/God
and against Jesus Christ which reaches right into the Whitehouse
Preachers.

 False Issue
 by Charley Reese

What in the world is all this flap and hullabaloo about homosexual marriage
 licenses? Who cares?

This is another of those inconsequential red-herring issues designed to
distract you while the politicians steal the country right out from under
you. You had better worry about why one euro costs $1.19 rather than
whether two homosexuals can get a piece of paper at the county courthouse.

Logically, to forbid something, one must demonstrate that the forbidden act
will cause harm to others. OK. What harm will befall you and me and our
children if two homosexuals get a marriage license? Well, I'm waiting. I'm
sorry I have nothing to contribute. I can't think of any harm it will cause
 to anyone.

The fact that the state has intruded itself as a third party in every
marriage does not add to the sanctity of the marriage. It is just a state
license, like a license to be a plumber. As far as the state is concerned,
a marriage license is a license for a civil union, since the state doesn't
care whether a preacher or a notary public marries you.

Civil union is a political euphemism for marriage. It allows the
politician to get votes from both sides. The politician can be in favor of
civil union but not marriage. That's like a legislator being personally
opposed to abortion but voting to legalize it. We already have a surplus
of hypocrisy in this country. Let's not add to it with euphemisms.

Well, homosexual acts are against God's law, you say. OK, presumably God
will enforce his own laws. You won't find in the Christian Bible any
passage that says the responsibility for enforcing God's laws rests with
the secular state. There are several acts denoted as sins that are not
 illegal.

Furthermore, Christianity is a personal religion, not a tribal or state
religion. If you wish to be a Christian, then you have a personal
obligation to obey the commands of the Christian religion. Whether someone
else does or does not is of no concern to you. You can be a devout,
scrupulously pure Christian in the midst of the most outrageous sinners.
Your obligation is to obey God's commandments, not to compel someone else
 to do it.

Protestants in particular have a problem. It was the Protestants who said:
We don't need no Pope or priest to interpret the Bible. Everybody can read
it and interpret it for themselves. Well, everybody includes homosexuals.
Protestants have been arguing and even fighting over interpretations of the
Scripture for centuries, but again, that is a private affair and no concern
 of the secular state.

Some people have acted as if state recognition of homosexual marriages will
cause the whole of Christian morality to collapse. I hate to be a bearer of
bad news, but traditional Christian morality collapsed in this country long
before homosexuals came out of the closet. This is a secular, decadent,
even freaky society, or have you not noticed? Watch MTV or go to the movies
or watch prime-time television. The elites in this country definitely do
not practice morality, Christian or otherwise. You are already living in
the dawn of a new Dark Age or whatever the 21st-century equivalent will
turn out to be. Don't sweat homosexual marriage licenses. That is the least
 of our problems.

Since I'm not a plumber, the state's policy on plumbers' licenses is not an
issue for me. Since I'm not a homosexual, the state's policy on homosexual
marriage licenses is not an issue for me. But as a libertarian, I cannot
for the life of me understand why so many people have an incurable itch to
 control other people's lives.

If homosexuals want a marriage license, give it to them. It won't have any
effect whatsoever on our lives or the life of the nation or the course of
world history. And a word to homophobes, most of whom are latent
homosexuals themselves: Denying them a marriage license does not convert
 them into heterosexuals.

[CTRL] Rich Lowry's Lesson In Junk History

2003-11-24 Thread William Shannon
-Caveat Lector-

Rich Lowry's Lesson
In Junk History
By William Hughes
11-24-3

How can Rich Lowry, an editorial honcho of the "National Review," and a syndicated ranter, get away with writing junk history?

Lowry, in a "NY Post" love feast (11/22/03), on George W. Bush's recent visit to the UK, totally ignored the massive Anti-Iraq War protest action on the streets of London against his badly flawed hero. Instead, he waxed nostalgically about a highly romanticized version of Anglo-American history. I suppose it was a lot easier for him to dig into an imaginary past, than try to defend the Bush-Tony Blair Junta and their mindless decision to invade Iraq.

Lowry's kind of pseudo history only exists in his fertile mind. In his fulsome ode to the Brits, he roared how they had "spread 'liberty' to the world across the centuries." What baloney! His tract is a classic example of a lesson in junk history.

As for the befuddled Bush himself, history is mostly a blank page. He isn't a reader and his knowledge of the Brits, too, is extremely limited. He knows that in old England, that you have to drive on the left side of the road and that the pubs are the place to get a pint of lager and enjoy some pretty good grub. Sadly, this is about it for Junior Bush.

In any event, Great Britain, during its over three centuries on the bloodstained imperial stage, hasn't given a good hoot for "liberty." It has been a ruthless colonial power that believed in dominating people, including the American colonists. In his seminal, "The Slave Trade," Hugh Thomas underscored how the evil of slave trading was one of England's "foremost sources of income until well into the 19th century." Lowry's so called "liberty-seeking" Brits also created the first concentration camp, in the Boer War (1899-1902), where over 26,000 detainees perished.

As for the American Rebels, they really did care about "liberty" and they were willing also to fight and to die for it. Their gallant struggle for freedom, (1775-1783), must never be forgotten or minimized by Lowry or his ilk. And, the American patriots were willing to battle the invading British hordes again in the War of 1812-14. That conflict included a valiant defense of Baltimore City, where the "Star-Spangled Banner" anthem was born, and also a great victory, at New Orleans, led by the gutsy general and later president of the U.S., Andrew "Old Hickory" Jackson.

Lowry is simply full of hot air about the Brits spreading "liberty." Genuine "liberty" rarely touched British held territories in China, India, Africa, Australia, Tasmania, the Middle East, Ireland, Central and South America or anywhere else that they so roundly looted. Piracy, opium running and a vindictive divide and conquer policy were just some of the hellish devices of the predatory Brits.

Lowry made a big deal, too, about how the "Anglo-American civilization...is indispensable to the security and freedom of the world." More propaganda! For example, it was the Brits who originally made an awful mess of the Middle East. They created Kuwait out of a wrongly partitioned Iraq. In fact, Great Britain was the first country, not Nazi Germany, to engage in the aerial terror bombing of civilians. It was in Iraq, during the 1920s. It was the British also that gave the Zionist intriguers a stake in Palestine, via the dubious Balfour Declaration, an instrument which some believe brought the Americans into WWI ("Special Report: The Balfour Declaration and the Zimmerman Telegram," John Cornelius, 09/97 and 09/98, "WRMEA"). The fact that the Brits didn't own any of the Middle East land in the first place and didn't consult with the indigenous Palestinians, before giving it away to the Zionist Cartel, still doesn't bother the arrogant London cabal in the least.

Today, if Lowry stood in Coalition-devastated Iraq, at the Tigris and Euphrates rivers, he would be at a source that once "watered Sumeria and Akkad, and nourished the Hanging Gardens of Babylon" (Will Durant's "Story of Civilization"). The peoples of this ancient land, once known as Mesopotamia, (part of which is holy also to Christianity), prepared the first codes of law, under the magnificent Hammurabi. They also taught the West, via the Egyptians, Greeks, Moors, Byzantines, Persians and others, too, the rudiments of mathematics, physics, philosophy, astronomy, medicine and mythology, that are such a well spring of our rich cultural inheritance.

A loud noise, too, was made by Lowry about how the boring Bush-Blair duo are going to lead Mankind in the "War on Terror." The real truth, however, is that these two reckless war hawks have transformed Iraq into a recruitment poster for the al Qaeda terrorist network. Lowry also made much of Bush's speech at Whitehall Palace. He bellowed, "The Americans and the British are brothers." Lowry is wrong, again!

An ugly historical fact was ignored by Lowry. After the Boston Tea

THREAT OF NUCLEAR WAR BLOWS IN THE WIND AS RUMSFELD CALLS FOR MINI-NUKES
by
Gordon Thomas

There is no description like it:
In the first milli-second, a pinprick of purplish-red light expanded to a growing fireball hundreds of feet wide. The temperature at its core was 50,000,000 degrees centigrade. The flash heat started fires a mile away and burned skin two miles distant. Stone columns were rammed straight down into the ground. People were vaporised. Sixty-two thousand other buildings, out of a total of 90,000, were destroyed. All utilities and transportation services were wrecked. One hundred and eighty of the citys 200 doctors and 1,564 of its 1,780 nurses were dead or dying. Eighty thousand other people were killed instantly.
Almost all this happened in the time it took me to blink behind the goggles. Below, on the ground, granite was melting and the shockwave had created fireballs and screaming hailstorms. A seething mass of red and purple began to rise into the sky. The column was sucking into its base super-heated air which set fire to everything combustible. Beside me, my co-pilot, Bob Lewis, was saying my God what have we done.
The words are those of Colonel Pat Tibbets, the pilot of the aircraft Enola Gay which dropped the first atomic bomb on August 6, 1945.
This week, they are a stark warning as Donald Rumsfeld pushed for mini-nukes to be added to Americas arsenal of nuclear weapons to fight terrorists and rogue states like North Korea and Iran.
But Pentagon strategists say it might only take a faulty computer chip to register a missile launch by North Korea and the consequences would be all-out nuclear war.
The country has still some way to go to perfect its nuclear capability, said Donald Rumsfeld in Japan this week.
The one mechanism that, until now, prevented a nuclear holocaust was the hot-line set up in 1963 between the White House and the Kremlin. It is now in cold storage.
A risk not initially anticipated by the US and Soviet commanders had been that of a false alarm an early warning system detecting a missile launch that has not occurred.
When it happened several times, and before it was established to be untrue, each side had nervously watched the others nuclear readiness and mobilised their forces.
In the early days of the nuclear arms race, a quickly accelerating situation often led Washington or Moscow to considering a pre-emptive strike as the only way to deal with the threat it believed it faced.
In 1961, a mechanical breakdown at a relay station in Colorado that handled communications between NORAD, the American Air Defence Command and SAC HQ, Strategic Air Command, generated panic. Military analysts suddenly found themselves cut off from important US early warning systems. Their judgment was the communications breakdown had been the result of an enemy attack.
All SAC bases and B52 crews with nuclear bombs on board were put on combat standby. Missiles and planes were readied for take-off when a B52 on normal airborne alert duty reported that no Soviet attack had taken place.
The following year, 1962, a nuclear exchange between the superpowers became a real possibility when two operators at an early warning site in the US mistook a satellite in orbit for two Soviet missiles over Georgia.
Only when no explosions occurred had the threat been downgraded to the status of low credence.
A widespread power failure led to a further false alarm in 1965 when devices at nuclear command sites went red, indicating that there had been nuclear blasts.
A full alert was issued by the Office of Emergency Planning HQ. Luckily, the US military did not follow suit. On that occasion, a crisis occurred because of technical malfunction.
In 1968, the crash of a B52 bomber with a nuclear payload later led experts to conclude that had its weapon exploded, the blast would have convinced SAC HQ that the Soviets had launched a pre-emptive strike.
Fortunately, the B52 crashed on an ice flow off the American coastline and only its fuel tanks exploded.
During peacetime, the US nuclear arsenal is in a mode known as defence readiness condition DEFCON 5. When a threat is perceived, its seriousness determines the level of alert which can quickly move to the ultimate posture of DEFCON 1 maximum war readiness.
On November 9, 1978, a full-scale nuclear missile attack on the US was detected by operators watching display monitors at four major defence sites, including the Pentagon Command Centre.
It was 8.50 am and the state of readiness quickly moved from DEFCON 5 to DEFCON 1.
Planes carrying nuclear weapons were launched as well as the Presidents jumbo jet housing his nuclear command centre. No one had used the hot-line between Washington and Moscow and the President was not aboard his plane. Rumours later circulated from within the Pentagon were not only had the President been kept out of the loop, but could not be located.

Lieberman Cries Foul Over Iowa Debate

DES MOINES, Iowa (AP) -
Sen. Joe Lieberman wants to debate after all. And he's crying foul
at the Democratic National Committee for excluding him from a
presidential faceoff Monday.
The Connecticut senator, who is not competing in Iowa's caucuses,
had rejected an invitation to attend the Des Moines debate sponsored
by the DNC. Eight other candidates had agreed to attend.
Later, Sens. John Edwards of North Carolina and John Kerry of
Massachusetts said they could not be here because the Senate is
debating a GOP-backed Medicare bill they both oppose. The DNC agreed
to allow them to participate by satellite from a Washington studio.
Two television screens will show Edwards and Kerry on stage,
alongside six rivals who will be there in person.
Lieberman, who also opposes the Medicare bill, asked to
participate by satellite as well. The DNC consulted with the other
campaigns, at least two of which said he should not be allowed to
take part.
Lieberman's spokesman, Jano Cabrera, said, "We think this is
unfair."
"The rules of the debate were changed and two candidates were
allowed to participate remotely. Given these rule changes, we
obviously were interested in debating. We're sure any technological
problems can be worked out," Cabrera said.
DNC spokesman Jim Mulhall said: "When we heard the request of the
Lieberman campaign, we made every effort to figure it out. But based
on technological concerns and based on issues of fairness, we could
not work it out. We canvassed and discussed the issues involved with
all of the campaigns."
Retired Army Gen. Wesley Clark's campaign initially rejected an
invitation to attend an upcoming debate in New Hampshire. When the
campaign reversed course, the DNC accepted Clark's request to attend
the debate in person - apparently without canvassing the other
campaigns.
"We never received such a phone call," Cabrera
said.2003-11-2409:06:39

Israel embraces Italian neo-fascist
By Khalid Amayreh in the West Bank

Monday 24 November 2003, 19:15 Makka Time, 16:15 GMT

Israeli government officials and opposition leadershave met the leader of Italy's neo-fascist National Alliance party, Gianfranco Fini.

Fini, who is also Italys deputy prime minister, arrived on an official visit to Israel on Sunday night. The visit has drawn harsh criticism from leftist politicians and Palestinians.

On Monday, he met with Israeli President Moshe Katsav, Prime Minister Ariel Sharon, Foreign Minister Silvan Shalom as well as opposition leader Shimon Peres.

Finis visit to Israel at the Sharon governments invitation drew angry reactions from leaders of the leftist opposition. Yossi Beilin, a former minister of Justice and one-time deputy-foreign minister, called the visit a disgrace to Israel.

It is only because he (Fini) supports the fence that he is receiving a red carpet here.

Meretz leader Yossi Sarid also criticised the visit, calling it opportunistic and a concordance of interests.

"It's a shame, a real shame," he said."The battle against anti-Semitism has to be waged from a firm base of values and principles. If the world senses that it is a political, cynical and opportunist Israeli fight, its foundations will be shaken and it will completely lose its moral validity."

Supporter of Israel

Israeli spokespeople contacted by Aljazeera.net refused to explain why Israel decided to invite the Italian fascist leader despite the fact that Jews suffered tremendously at the hands of the fascists in Europe in the past century.

One Israeli spokesman, who asked for anonymity, argued that Fini has been reformed.

However, when asked whether Fini was still sympathetic to the legacy of Italian fascistic movement, the Israeli spokesperson remarked that the important thing is that he supports Israel. We cant reject or rebuff foreign leaders as long as they support our country. Other aspects of their ideology is none of our business.

This view, however,is rareamong Israeli intellectuals and public opinion leaders.

Roni Shakid, a prominent writer in Israels popular paper, Yediot Aharanot, suggested that opportunism is the driver of this visit.

They are courting him (Fini) because he supports the security wall and the settlements and because he is deputy prime minister and could become Prime Minister one day, Shakid told Aljazeera.net.

You know (Israeli Prime Minister Ariel) Sharon is a close friend of (Italian Prime Minister Silvio) Berlusconi, and he cant refuse to receive his deputy in Israel, he added.

Anti-Muslim views

Sharon was on a three-day visit to Italy last week, ostensibly to thank Italy for its support for Israel and opposition to frequent EU criticism of Israeli policies.

The Israeli newspaper Haaretz quoted foreign ministry sources as citing three main reasons for the Israeli decision to court Fini, who is known for his anti-immigrant and anti-Muslim views.

These include Finis objection to anti-Semitism, the fact that the US and other countries have recognised him and the position of the Italian Jewish community which supported the visit.

However, another reason for the Israeli governments embrace of Fini seems to lie in his anti-Arab, especially anti-Palestinian, stance, as well his support for Israels repressive measures against Palestinians and territorial expansion in the West Bank.

Fini, who once called Italys wartime dictator Benito Mussolini "the greatest politician of the 20th century", repeatedly voiced his support for Sharons repressive policies against Palestinians, including the destruction of Palestinian homes, farms and infrastructure.

Fini has alsobacked the apartheid wall Israel is building in the West Bank, which, according to Amiram Barkat, a correspondent for the Haaretz newspaper, makes him the most prominent supporter of Sharons policies in contemporary Europe.

Birds of a feather

Finis visit to Israel has also drawn the ire of some of the leaders of the Arab community in Israel.

Arab Knesset member Talab al-Sanie described the visit as a classical example of similar birds flocking together.

I am not surprised at all. We have to remind ourselves and others that this Israeli government is fascist to the hilt. If you examine its policies, ideology and especially its actions, you will reach this conclusion. So this is a fascist government receiving a fellow fascist leaders. Similar birds flock together.

Al-Sanie lashed out at Zionism, calling it a movement bereft of moral principles.

This visit underscores the huge difference between Zionism and the Jewish people. For Zionism, even fascists and Nazis can be good friends as long as they support Israel and stand against its victims, he said.

Al-Saniesaid that Israels embrace of Fini and the Italian fascist camp is consistent with the long-standing Israeli policies of supporting
