Hallelujah, somewhere in this world the Red Sea must be parting again. George 
Pinto and Chris Vaz are in total agreement over something. The extreme Right 
and Ultra Left in warm embrace. This is so touching, I dab my eyes delicately 
to wipe away the tears.

Goa has about as much chance of surviving without the bhaile, be it in 
investment or labour, as a child abandoned at birth. That too is a reality, 
which unfortunately cannot be captured by the camera. All this talk about Goans 
being overwhelmed by bhaile is utter nonsense. Goans are not the only ones in 
India, who are facing problems of rural migration and sky-rocketing land prices 
amidst crumbling infrastructures. It is one thing to qualify Goa's problems, it 
is quite another to suggest solutions that will completely disable it.

It wouldn't hurt if you checked your facts before
splashing them on Goanet. Persaud admitted that he had
plagiarised material from sources that he did not
acknowledge properly or at all. For this he got
suspended from his medical Consultant post for three
months.

This had nothing to do with his qualifications which
included eight degrees and at least one PhD. Further,
telling right from wrong is a moral issue and not
contingent on an academic qualification.

Your unchecked facts on PhDs have also got negligible
credibility. Do you think you are wasting our time
because you have nothing better to do? I only ask
because you have accused others on Goanet of doing
just this!

These days' local dailies talk more of one Parrikar, while e-medial talks
about second Parrikar. 

 

To find out what's going on in the mind of Goans about Parrikars and since
most Goans read what comes on local news media as well as on e-media, I
conducted my personal survey interacting with true Goans by heart and mind.


 

Basic outcome of the study was true Goans are now talking in terms of NIZ
GOENKARACHE ROGOT v/s BAHILE ROGOT - almost resorting to blood trusty
attitudes developed deep within. Why this attitude got developed in Niz
Goans will be covered in my next posting. 

 

I reproduce here below opinions / expressions from people who represented
NIZ GOENKARACHE ROGOT:

 

Whistle blower baldy Rajan Parrikar is loved not only by Goans in Goa but
also by Goans settled worldwide although he caries PARRIKAR tag! Rajan is a
SHARP SHOOTER. He trusts his camera more rather than hearsay. This is what
makes Rajan Parrikar uniquely bellowed personality for his dedication and
his honesty in his art of CLICKING to capture reality prevailing in Goa.  

 

Manohar Parrikar, who apparently is not baldy, is respectful and cherishing
personality. He is equally loved by woman (picked up from Goanet Archives).
Till date his very entry in any government department or his attending any
formal government meetings brings shivers in the environment ..
irrespective of which political umbrella that atmosphere belong His
very entry puts every one in BLANK mode!!   

 

And at the end of the day it compels me to say - Efforts and courage are not
enough without purpose and direction - which these two Parrikars have.

Delhi leads in RTI applications; Goa last in filing  
 
New Delhi, June 22: The national capital leads the country in terms of
applications moved under the Right To Information (RTI), with an
overwhelming 35,250 petitions being made in Delhi in the last three
years. 

On the other extreme is Goa, where only 811 RTI applications have been
made in the same period, according to official statistics. 

As many as 10,887 RTI applications were filed in Karnataka while Kerala
recorded 6,895 petitions and Orissa 4,187. 

Uttar Pradesh witnessed 4,105 applications being made, while 2,255 RTI
pleas were submitted in Tamil Nadu. 

In Maharashtra, 1,993 RTI applications were filed while 1,288 in
Rajasthan, 1,223 in Puducherry and 897 in Uttarakhand, showing that the
landmark law is still to reach the grassroots level due to lack of
awareness. 

The statistics were made available in a reply to an RTI application. 

We had filed RTI applications with different departments in different
states as we wanted to know to what extent RTI Act has been exercised in
each state and were people aware of it? said Neeraj Kumar, a member of
Kabir, an NGO. 

He complained that various departments in many states were reluctant to
reply to the RTI application and they have now moved the same request
with the first appellate authority -the Public Information Officer of
the department concerned. 

In many cases applicants have approached the State Information
Commission or the second appellate authority.

When it comes to making the decision about choosing a life partner, no
one wants to make a mistake. Yet, with a divorce rate of close to 50%,
it appears that many are making serious mistakes in their approach to
finding Mr./Miss. Right!

If you ask most couples who are engaged why they're getting married,
they'll say: 'We're in love'; I believe this is the ..1 mistake people
make when they date. Choosing a life partner should never be based on
love. Though this may sound 'not politically correct', there's a
profound truth here.

Love is not the basis for getting married. Rather, love is the result of
a good marriage. When the other ingredients are right, then the love
will come. Let me say it again: 'You can't build a lifetime relationship
on love alone'; You need a lot more!!!
Here are five questions you must ask yourself if you're serious about
finding and keeping a life partner.

*QUESTION ..1: Do we share a common life purpose?*

Why is this so important? Let me put it this way: If you're married for
20 or 30 years, that's a long time to live with someone. What do you
plan to do with each other all that time? Travel, eat and jog together?
You need to share something deeper and more meaningful. You need a
common life purpose.

Two things can happen in a marriage: (1) You can grow together, or
(2)you can grow apart. 50% of the people out there are growing apart.
To make a marriage work, you need to know what you want out of life!
Bottom line; marry someone who wants the same thing.

*QUESTION ..2: Do I feel safe expressing my feelings and thoughts with this
person?*

This question goes to the core of the quality of your relationship.
Feeling safe means you can communicate openly with this person. The
basis of having good communication is trust â€' i.e. trust that I won't
get 'punished'; or hurt for expressing my honest thoughts and feelings.
A colleague of mine defines an abusive person as someone with whom you
feel afraid to express your thoughts and feelings. Be honest with
yourself on this one. Make sure you feel emotionally safe with the
person you plan to marry.

*QUESTION ..3: Is he/she a mensch?*

A mensch is someone who is a refined and sensitive person. How can you
test? Here are some suggestions. Do they work on personal growth on a
regular basis? Are they serious about improving themselves? A teacher of
mine defines a good person as 'someone who is always striving to be good
and do the right ';. So ask about your significant other: What do they
do with their time? Is this person materialistic? Usually a
materialistic person is not someone whose top priority is character
refinement.

There are essentially two types of people in the world: (1) People who
are dedicated to personal growth and (2) people who are dedicated to
seeking comfort. Someone whose goal in life is to be comfortable will
put personal comfort ahead of doing the right thing. You need to know
that before walking down the aisle.

*QUESTION ..4: How does he/she treat other people?*

The one most important thing that makes any relationship work is the
ability to give. By giving, we mean the ability to give another person
pleasure.

Ask: Is this someone who enjoys giving pleasure to others or are they
wrapped up in themselves and selfâ€' absorbed?
To measure this, think about the following: How do they treat people
whom they do not have to be nice to, such as waiters, bus boys, taxi
drivers, etc.. How do they treat their parents and siblings? Do they
have gratitude and appreciation?
If they don't have gratitude for the people who have given them
everything; can you do nearly as much for them? You can be sure that
someone, who treats others poorly, will eventually treat you poorly as
well.

*QUESTION ..5: Is there anything I'm hoping to change about this person
after we're married?*

Too many people make the mistake of marrying someone with the intention
of trying to 'improve'; them after they're married. As a colleague of
mine puts it: 'You can probably expect someone to change after marriage
for the worse' If you cannot fully accept this person the way they are
now, then you are not ready to marry them.
In conclusion, dating doesn't have to be difficult and treacherous.
The key is to try leading a little more with your head and less with
your heart. It pays to be as objective as possible when you are dating;
to be sure to ask questions that will help you get to the key issues.
Falling in love is a great feeling, but when you wake up with a ring on
your finger, you don't want to find yourself trouble because you didn't
do your homework.

Another perspective...
There are some people in your life that need to be loved from a
distance.. It's amazing what you can accomplish when you let go of or at
least minimize your time with draining, negative, incompatible,
notâ€'going anywhere relationships. Observe the relationships around you.

What probe are you talking about, in this age anything can be planted to
malign a person, after all he has a golliath to scale. You must have already

His simple verse continues to carry 
deep meaning and inspiration to all of us.

MONDAY MUSE – 26 (26 June 2006)
THE MEASURE OF LOVE
 
On 23 June, poignant newspaper headlines announced the passing away of Goa’s 
most celebrated poet, Dr Manoharrai Sardessai. He was called “Lok-kavi” or 
people’s poet for the emotions and predicament of the common man resonated in 
his verse. A multi-linguist bard, he was awarded the prestigious Sahitya 
Akademi award. Despite getting his PHD at theSorbonne University in France and 
receiving the highest recognition there, he chose to live in Goa. He was at the 
vanguard of the Konkani movement for the last six decades and played a 
prominent role in the historic Opinion Poll of 1967. 
 
However, Manoharbab’s  greatness was not in his unending list of recorded 
achievements… it lay in his simple yet hugely significant philosophy which he 
would express in his distinct style of instinctive assonance. (His intuitively 
created couplets were immensely popular among young and old.)  He believed that 
the Konkani identity lay in its culture and culture lay in our behaviour 
towards other human beings. A committed humanist, Baba was a messiah of love. 
His life philosophy is aptly described in one of his favourite quotes, “The 
measure of love is to love without measure!”
 
Too often, we see love as a reciprocal emotion. If we receive (or hope to 
receive), we give! Look back and review what were our close relationships, once 
upon a time… isn’t it true that we put the responsibility (of the distance 
created) on the other person? But is the emotion of love and the action of 
sharing meant to be a comparative barter? Is love a reactionary emotion that 
exists as a reciprocal action? Is love a commodity available for barter? Love 
is all about personal initiative and attitude. The onus of love is on us, not 
on anyone else. Forget about measuring and evaluating other people’s love for 
us, we should never ever indulge in the folly of measuring our own love or the 
actions borne of it. 
 
The problems arise because of the expectations attached with our actions. We 
need to change our outlook and transform our actions. Let our love be unbridled 
and proactive… like the simply great persona of Dr Manaharrai Sardessai whose 
love for his people, for his land, for his nation and for his world was beyond 
any measure. The era of the Lok-Kavi may have ended, but his inspiration shall 
endure the vagaries of time!!!
 
Love is not the barter of a reciprocal emotion
Love is when we “speak through action”!

MONDAY MUSE (25 June '07)
 “SANGODD” 
 
In 2001, at the International Goans Convention, the poet with the silver mane 
enthralled the audience with yet another golden speech. Manoharrai Sardessai 
was always an inspirational muse to scores of the loyal fans of his poetry, 
prose and philosophy. On that day, he was speaking about the Konkani quotation 
“Don Voddeani paim…” (feet in two canoes) which highlighted the futility of 
doing so. However, Manoharrai was unveiling a new dimension… the ancient Goan 
tradition of combining two boats to create a larger platform called “sangodd”.

Last Friday, recorded a full year since the demise of Goa’s most adored poets. 
But his take on things, both, Goan and global, continues to hold immortal 
inspiration. Manoharrai Sardessai’s poems and songs, speeches and talks, 
writings and musings continue to be a guiding light as we stand at the 
crossroads pondering over looming questions. Whether to go global with English 
in primary education or embrace the mother tongue, Konkani? Whether to stick to 
the Devanagri script or patronise the Romi script? Whether to pursue 
development or bother about the environment?

Sardessai’s message of the harmonizing dimension of “sangodd” assumes greater 
relevance in today’s times when every question arouses diametrically extreme 
viewpoints that spark off bitterness and hostility. His own life reflected the 
“sangodd”. Sardessai wrote mature political ballads as well as delightful songs 
for children. While he wrote extensively in Konkani, Marathi, Hindi and other 
Indian languages, he also indulged in the mastery of French, English, 
Portuguese and other international languages. He was a fine teacher who never 
gave up on studying. He would write about rationalism and socialism and 
simultaneously pen prayers to Shantadurga and Jesus. He initiated the 
publishing of his books in both Devanagri and Romi scripts.

Every fight is essentially started over a difference in perceptions. Many such 
perceptions are based on prejudices. An open mind is one that can combine 
diverse opinions to create a “sangodd” and develop new dimensions that will 
foster unity amidst hearts….

I don't like to play with words so i had already said it would be my last

[Goanet] Of Gated Communities and Middle-class aspirations

I woke up this morning to read that Britain would be hit by gale-winds of upto 
60 miles per hour. Looking through the windows onto the garden that forms part 
of the gated-community I live in, all seemed blissfully calm. This, I realised 
is why the middle-class the world over, huddle together and cloister in gated 
communities. I took my daughter out and played ball, secure in the knowledge 
that no ill could come to our corner of paradise.

Gated communities are an experiment in security and self-sufficiency, just as 
religion has been an experiment in the world's largest gated community. At the 
heart of this experiment, lies a vain hope that one can insulate oneself from 
the vagaries of fate if one undertakes a number of exercises to garner 
protection.

All of middle-class morality and aspirations are based on this single premise 
that order can be created out of chaos. The rich are callous enough to scoff at 
disorder and the poor are too disenfranchised from power to bring about order 
in their world. But the middle-class, thanks to the law of averages, lives 
under the assumption that order can be ordained either by the Divine or if that 
fails, by themselves.

Gated communities are going to continue to burgeon in India, for the same 
reasons village panchayats assert their power periodically, because a State and 
Central governments have failed to provide basic community infrastructure.  
Imagine for a moment, a two-parent working family with toddlers. The traffic in 
India, would make it impossible to travel across town to drop the toddlers off 
to day-care or preschool and then scurry back to work to undertake a full-day's 
worth of corporate servitude. 

So, families pool their resources, sell their souls and put in a deposit on one 
those properties that promises a creche within its confines. Or imagine sitting 
at a government health clinic the whole day to be attended to, whilst thinking 
about the report you have to hand-in by mid-day. So they prefer to have a 
clinic on-hand. The General Electrics and Standard Chartereds of India have to 
be constantly fueled by an army of worker-bees, except these worker-bees are 
not privy to any of the amenities which would enable them to function at top 
productivity anywhere else in the world.


The sad fact is neither God nor Gated communities can protect us from the 
vagaries of fate. It is however, important to understand what lies at the heart 
of these motivations and address them rather then condemning the outcome.  

(Incidentally, contrary to what is written on Goanet that gated-communities in 
Goa cater to the rich from Delhi and Mumbai, I know of many working, 
middle-class Goan families that live in gated communities and colonies in Goa).

Pandurang Temple, Odlembhat, Taleigao today on Sunday
June 22 2008. Pranali (4) lost her last and fifth
round to Tejas Takkekar(4) of Dynanaprasarar Vidhyalay
Mhapusa but won the title on better progressive.
Denver Estrocio(4) of Don Bosco Primary School, Panaji
won the last round stood second and Tejas third on
Prograssive. 
Megan Braganza of  Rosary High School Miramar  last
tournament joint winner Keiv Lopes of Kendriya
Vidhylay I, Vasco had equal points but Megan stood 4th
on better progressive. 
Shravan barve was Chief arbiter. Shravan was assisted

 The ad hoc Committee on Home (19.6.2008) held its second sitting to
examine major schemes, programmes and the adverse comments of the
Comptroller and Auditor General of India in respect of GAD, Goa Sadan,
Public Grievances, Vigilance  GPSC.

2. The Committee was chaired by Mr. Manohar Parrikar, Leader of
Opposition. Mr. Francis D'Souza, Mr. Mahadev Naik, Mr. Milind Naik and
Damodar Naik, BJP MLAs attended the meeting as special invitee.

3. Members of public turned up in large numbers and expressed their
views before the Committee. Notable amongst them were: Mr. Godfrey
Gonsalves, Mr. G.N. Mishra, Mr. Ramnath G. Naik, Dr. Pratap Naik, Mr.
Wilmix Wilson Mazarello

4. Mr. Uddipta Ray, IAS, Secretary, GAD  Vigilance, the Secretary,,
PSC and other officers deposed before the Committee.

QUICK COMPLETION OF GOA NIWAS, NEW DELHI  GOA BHAVAN, MUMBAI

5. The Leader of Opposition ridiculed the Government for constructing
a swimming pool in the new Goa Niwas at Chanakyapuri using frugal
public finances. He urged the Government to expeditiously complete the
works on Goa Niwas, New Delhi and Goa Bhavan, Mumbai. He also wanted
the issue of allotment orders to common man of vacant rooms in Circuit
Houses and Government Bhavans on time and also revision of tariff.

ILLEGAL CREATION OF POSTS IN HEALTH DEPARTMENT

6. The Leader of Opposition drew attention of the Government to
illegal creation of 87 posts under the Urban Malaria Scheme in the
Directorate of Health Services, without Cabinet approval as required
under the Goa (Rules of Executive Business) 1991. He demanded that the
recruitment process to these illegally created posts needed to be
stopped forthwith. The Leader of Opposition urged that copies of the
Rules of Executive Business of Goa must be circulated to Ministers and
MLAs to avoid non-compliance both by intention as well as
inadvertence.

NON-ALLOCATION OF RS.50 LAKHS FOR MARATHI BHAVAN

7. Mr. Parrikar and Mr. Francis D'Souza called the Finance Minister's
declaration for allotment of Rs.50 lakhs for Marathi Bhavan in his
budget speech in March 2008 to the Legislative Assembly was a sop and
a publicity stunt. They pointed out that the money has not been
allocated under the relevant demand as the Finance Minister's
declaration was under pressure at the last minute without caring to
provide at least a token amount in the budget document. Dr. Pratap
Naik, Mr. Wilmix Wilson Mazarello, strongly urged for inclusion in the
State Official Languages Act Konkani in Roman script and described the
non-inclusion of Konkani in Roman script as human rights violation.

RESULTS OF GPSC TO BE ON WEBSITE

9. The Leader of Opposition pointed out that all expenditure of GPSC
should be voted by the Legislative Assembly except the salaries,
allowances and pension of the GPSC Chairman and Members. He also
insisted that the cut-off marks and marks obtained in each test should
be communicated to the candidates, both failed and qualified, and also
put on the website.

ANGLO INDIANS, COTTON MARY ... AND THE BOMBAY OF THOSE DAYS

The Anglo-Indians bring many of my Bombay childhood memories
to mind. In the 1960s, Byculla, where I lived, was the
Anglo-Indian core of Bombay. There were their institutions
and neighborhoods, like Byculla Mechanics, Berkeley Place,
Clare Road, the spacious bungalows in avenue-lined Bombay
Central and of course the Shelter (which was an orphanage of
pretty girls) where we hung out a lot.

We had many adventures with our Anglo friends. They came here
for work from places like Amla-Nagpur, Jhansi, Bhusaval,
Igatpuri, Itarsi, Bangalore (remember the Anglo from
Bangalore), Hyderabad, Kolar Gold Fields and Ratlam-Ajmer.

  These boys and girls passed out -- or, more
  frequently, dropped out -- from high school. Their
  fathers either worked in the Railways, the Posts
  and Telegraphs or the Armed Forces. They were fed
  up of small-town life and longed for the glamour of
  the big city of Bombay much like their counterparts
  of Boise, Idaho or Paducah, Kansas who make a
  beeline to New York or Los Angeles for the bright
  lights of the metropolis.

Of course many Anglo-Indians were long a part of Bombay city.
These families were the community elite, most of them high
ranking officers in the Police or the Army, Navy and Air
Force.

They were very kind to those less fortunate in their
community, but were limited in their ability to help the
young fellows, as the latter lacked a college education. Rare
was the town-and-country Anglo in those days that went to,
much less passed out, from college. Foremost among the Bombay
elite were the Amore family (pronounced ay'more). They were
good friends of Frank Anthony, an eminent lawyer, nominated
MP, friend of Jawaharlal Nehru and a mover and shaker in New Delhi.

The Amore patriarch was a successful businessman, who was
nominated an MLA to represent the Anglo-Indian community in
Maharashtra legislative assembly. At that time it was very
difficult to get immigration to racist Australia, but Frank
Anthony had persuaded the authorities there to allow in Anglo
Indians without any qualification or money on the grounds of
their (tenuous) British connection. They agreed, and gave him
the authority to certify an Anglo-Indian for this purpose.
Frank Anthony, in turn, gave the Amores the authority to do
this for the Bombay area. All travel and other expenses were
in most cases borne by the Australian government.

  I mention all this to set the background for my
  Cotton Mary story. Cotton Mary was so called
  because she wore mostly cotton dresses. She was a
  dark-skinned slightly gnarled woman with premature
  wrinkles and the demeanor and gait of what we in
  North America call a bag lady.

On any one but her, those dresses would have looked
fashionable and trendy but on Cotton Mary they showed very
poorly. No doubt some young stylish Anglo women must have
passed them on to her as hand-me-downs.

She had a Bombay reputation so widespread that her name could
possibly have inspired in the late 1990s, an Ivory-Merchant
film of the same name. The plot and setting of the Cotton
Mary of that film however bore no relationship to the real
life of her Bombay counterpart.

She was about 40-ish but looked more like in her 60s,
possibly due to her lifestyle which included roaming around
the streets of middle-class Bombay with a small child,
seeking alms. Mind you, she never asked, but she was quite
happy accepting them presumably on behalf of her young
toddler. As we later discovered, the toddler was not hers.

She was fond of imbibing copious amounts of Auntie's stuff
from the money she collected. The cooked food that people
gave, she took for her family whoever and wherever they were.

Cotton Mary made her rounds in Byculla, Bandra, Colaba and
many other Goan populated areas during late weekend evenings.
She chose lanes that had tall buildings on both sides,
occupied by middle class families. These locations were
perfect for coins that would come raining in, making it
convenient to collect and move on.

People on a Saturday evening were generally in a good mood
with the working week behind them and the Sunday to look
forward to. Weekends for the average Goan meant several
visits to Aunties' dens swigging country stuff along with
good friends, watching a football game at the Cooperage
grounds, a Konkani tiatr or an English play, or a movie.

If one got lucky, one would be invited to a foreign ship
docking at Bombay port where a fellow Goan would treat you to
scotch, choice ham and a variety of cheeses along with some
sherry or port.

  We youngsters looked forward to the Saturday Date,
  a one hour pop music radio program starting at 10
  pm, the only English music program broadcast all
  week by All India Radio in those days. We would

On 26th March, 2008 the Minister for Finance , Government of Goa, Mr Dayanand G 
Narvekar placed  his Government's 178 point budget proposals for 2008-09 before 
the august House of the Goa Legislative Assembly.
 
It  turned out to be a landmark budget proposal, a fact every Goan has 
discreetly commended for it was the first time that the Finance Minister made a 
well studied presentation of the same reflecting almost every segment of the 
society and above all asked for the views of the public before preparing and 
presenting the budget 2008-09.
 
Yet an another remarkable achievement as reflected in the proposals  was that 
Mr Narvekar himself who earlier as the Deputy CM holidng  the Planning 
portfolio  had convinced the Central Government about the injustice being meted 
out to Goa in devolution of central grants though the State though Goa has been 
making significant contribution in the form of central taxes and foreign 
exchange earnings from different sectors.
 
Currently in his  present avtar as the Minister for Finance Govt of Goa he made 
a power point presentation to the Hon'ble Prime Minister Dr Manmohan Singh and 
Union Finance Minister Mr P C Chidambaran and as a result of his singular and 
dedicated efforts he managed to get for the first time post Liberation central 
assistance of Rs.2000 crores; to the State.
 
But this was not the only achievement; and Mr. Narvekar will certainly go down 
in history as the only Minister for Finance who boldly admitted  and I quoted 
in the text of the Budget proposals  2008-09 --- Language development Speaker 
Sir; I believe that the type of scripts should not become a barrier for 
language develpment.  Though Konkani is the State language of Goa it is spoken 
and also written in many parts of the country.  The Konkani language has 
significant presence mainly in the coastal belt along the Arabian coast from 
Mumbai to thiruvananthapuram.  For instance, in Karnataka it is written in both 
Kannada and English script (Roman- emphasis mine). My Government is committed 
to develop Konkani language by supporting the Institutions working for the 
promotion of this language 
 
It is therefore for the first time after the Official Languages Act, 1987 was 
pased on 4th February, 1987 that Government indeed admitted that the type of 
scripts should not become a barrier for language develpment.
 
With this in mind despite the Goa Konkani Academy receiving grants for the 
promotion of Konkani in devanagari script  the Government went ahead to make a 
separate  provision of Rs.15 lacs to the Dalgado Konkani Academy presently 
working for the cause of promotion of Konkani language in Roman script and who 
had  requested for the financial assistance to undertake various language 
development activities.
 
The corollary to this development is obvious.   After the last two years that 
the protoganists of Konkani in Roman script, have been spearheading the demand 
for official recognition to Konkani in Roman script the Government has awoken 
and realised that the diversity in script was the root cause of the non 
acceptance of the  Official language Act 1987 by mainly the minority community.
 
Therefore this year when the Finance Minister Mr Dayanand Narvekar constituted 
for the first time the adhoc committees to review the budgetary proposals under 
each head in two sittings one in May and now in June 2008 wherein the public 
were provided an opportunity along with the MLA's to sit in the Goa Legislative 
Assembly Secretariat and offer suggestions on the budgetary proposals in the 
presence of the Heads of Departments, Secretary Under secretary etc  the 
undermentioned protoganists demanding recognition to Konkani in Roman script 
made a presentation before the Demands related to ad-hoc committee on Law. The 
Chairman was Mr Manohar Parrikar, the other members present were Mr Francis D 
Souza MLA Mapusa, Mr Damu Naik MLA Fatorda 
 
Dr.( Fr ) Pratap Naik sj of TSKK
Mr Wilson Mazarelo Convenor Romi Lipi Action Front
and the undersigned.
 
The gist of the presentation was that now the government has recognised the 
diversity in script it should now in the forthcoming session delete the 
words in the Official Languages Act viz;  Konkani  --means written in 
Devanagari script  for this is the main reason why the Konkani agitation 
received world wide support and not for the recognition of only devanagari 
script.
 
This writer also highlighted a little known document obtained from the Sahitya 
Akademy in New Delhi that it was the Advisory Committee which on 21st November, 
1981 unanimously passed a resolition that the natural script for Konkani would 
be Devanagari.  This the writer mentioned to the Committee was an arbitary 
decision taken by the 10 member committee most of whom were protoganists of 
Konkani in devanagari and did not have the ratification of State Governments 
through Cabinet decisions on behalf of the Konkani speaking people of the 
respective

As usual, Selma, you have preferred to pick up the half-empty glass.  You 
picked one sentence to engage in distorting my message.  It would appear 
that you would prefer to turn a blind eye to the concretization, mostly 
engaged by the bhaille as Rajan documented yesterday once again--and 
sarcastically tried to denigrate the unity I have advocated.  However 
without realizing what you have said you just made my point -- regardless of 
our political leanings (mine and George's) we are prepared to work in unison 
towards a common objective:  the preservation of Goa from the exploiters who 
promised us freedom and are now engaged with obvious connivance of our 
ghaunti politicians to sell Goa to the highest bidder regardless of the 
consequences.


Goa could indeed use investment and labor -- wise investment, not predatory 
exploitation of scarce resources by nouveau riche Indians.  Contrary to what 
you say, the camera did indeed capture the magnificence of  our land and 
also the blight being created today without any regard to aesthetics.  Goa 
could also do without the cheap tourists flying in by the boatload at 
bargain basement discounts contributing little to the economy but  bringing 
in a culture of drugs and unfettered sex.   I say leave Goa to  the Goans --  
we have survived and shall overcome our existing problems in our own time 
and fashion.  First we need to unite and go about throwing the rascals out 
of office--those who care two hoots about the land and are prepared to sell 
their mother for a few pieces of silver

Thanks for stating the truth as it is. It is NOT the bhaile who are
destroying Goa and the Goans but the likes of Manohar Parrikar .
who divide Goans on religion and caste, favour their own kind and
label those who do not accept this as Naxalites. It comes as no
surprise that Manohar takes up the cause of some Mine operating
families that have the worst track record in Environmental Management
instead of forcing them to get themselves certified under ISO 14001
as Sesa Goa Ltd and Dempo Mining have done so far. It is not that
these two companies are paragons of virtues but , at least, they have
some standard.

It is time to end the Titulo de Concessao under the Portuguese law
and make a fresh start with mining leases as per the Indian laws like
Mines and Minerals Development [Regulation] Act.

I certainly second Chris and Sandeep on  their take on 'The Rape of 
Goa. as a tool to Save Goa  and  strongly believe that it should be 
cut off, terminated.
The assessment made by Jason  somewhat goes over the head when Goa is having 
turbulent times with every second person  behaving like a termite, eating 
away the Goodness of Goa. In this case , philosophies and advance 
understanding  of the problem does not work,  but real action does. Examples 
are a plenty but the two prominent ones is the RP-2011 and SEZs. What Jason 
is suggesting/prescribing is a slow, torturous cure and what Rajan is 
suggesting/prescribing is a by-pass operation which will get the patient 
well on the move.


Goa needs a political cure, the sooner the better, and I think Jason has 
been hinting towards this. But for that to happen, there must be a radical 
emotional outburst such as the one we saw on 18 December, 2006 at Azad 
Maidan soon after the GBA was formed which cauterised the RP-2011.


Goa needs both Rajan as well as Jason because it will take both hands to 
clap when the victory day arrives to shine over Goa. And that victory day 
will be in the form of the election results where the individual Ali Babas 
will be put out of business with a written-down GOA CENTRIC Governance l 
taking-over where MLAs and Ministers and Chief Ministers will be rendered as 
drivers, cleaners and attendants to see that the Governance vehicle moves 
well on the prescribed route on the demarcated road with the people of Goa 
watching its every move, stopping/correcting its course when it tends to go 
astray and pushing it forward to move faster when it is on  course.

where are the references you ask?:=)) And you ask that from Mr. Goa know-it-all

After being reduced to eating toasts, the guys are being toasted.. OK!  There 
was no jam on their toast. And you say, Stop your half elegant cliches! Samir 
in-effect ask:  Were you thrown into cells with blood-spattered walls? Were you 
interrogated in a dim light asking for informaciaum on the suspects accused of 
involvement?  Were your finger-nails ripped? Did you see Monteiro himself? How 
many days were you on hunger strike?
 
Na ree saiba. These guys have packaged their version of truth in repetitive 
Goanet posts.  So supurlo Goenkars like moi are left to wonder if the 
conclusions are derived from reality or from fictional excursions. Under the 
guise of humor, some have sexed-up  their accounts (and questions) a little 
bit.  
 
From the names that JC has mentioned below, some of whom I know and read about, 
I can say these figures are the meek opportunistic types, who when the time 
comes, engage in hand-wringing.  These British slaves suck up to the British 
system and cannot defend Goa against the writings of some white-skin O-level 
(graduate) cheap tourists. Yet JC wants us to believe they stood up against the 
British Empire?
 
From the recent flap of British tourists in Goa, I found the stand taken by 
those names mentioned embarrassing ... and I have said so on this forum. Your 
description was better - white-wannabe bootlickers. Perhaps after a few 
scotches, and in front of other Goans they raise the same issues and create a 
royal mess trying to vamoosh their listeners or readers.  
As far as Do you get some brownie points for every post that you make 
denigrating your own kin ? the answer is YES. The brownie point is the 
satisfaction of putting down another Goan with a cheap shot from 'an authority 
who never was'. 
From their writings, we are left with cover-ups to cover the cover-ups; which 
blows-up in strange circumstances, as in the present exchange.
 
So as we uncover the big cover-up, I am glad as they say in political 
history Samir elected to 'to kick arse' and ask some tough questions. This 
is especially when someone points a finger, in fact several fingers; and 
presents themselves as some all-knowing Goan who makes the truth the first 
casualty.
 
I suggest that the children of the khoro Niz Goenkars who sacrificed for Goa on 
both sides of the political divide, give up their present job and run for 
political office in Goa.  Their sacrifice will be a lot less that the freedom 
fighters of the prior generation who risked with their lives.

How can anyone be sure that Portugal would have not released Telo sooner or
later?

Eugene's claim is ridiculous. 
We all know that Portugal started changing its views regarding its overseas
possessions as early as 1967 when it offered Macau back to China for the
first time (and China declined the offer). We also know that in 1974,
Portugal became a democratic country and offered independence to all its
colonies.

How can anyone at all claim that Telo would not have been back on Indian
soil if not for India's intervention. Who is Eugene to know this for sure?

I too feel GTDC was not wrong in celebrating Sao Joao on 21st.

People talk anything nowadays.

Today, we went to Pomburpa, villagers there celebrated their Sao Joao today on 
22/6/08 at the Pomborpa spring and it was well supported by their village 
parish priest.  We even saw him wearing Sao Joao Copel (Crown) plus he was 
distributing Sao Joao goodies to newly married couples of Pomburpa on stage.

Amarinder bought four flats in Goa? 

NEW DELHI, JUNE 21 (Agencies) — The Punjab Vigilance Bureau has 
alleged that the family of former Punjab Chief Minister Amarinder Singh, 
including his son Raninder Singh and his media adviser Bis Chahal, 
had bought four flats in Goa. 
The bureau has registered a case of disproportionate assets under 
the Prevention of Corruption Act, under Sections 7, 8, 9, 13, 131 (d) 
and (e), as well as under Section 120 of the IPC. 
The former chief minister and his son have been asked to report 
for questioning at the Patiala circuit house on July 6. Vigilance 
sources said that one Chetan Gupta purchased the four flats for 
Amarinder in both Goa and Noida.
Amarinder and his family have been accused of amassing a huge

In quite a few villages e.g. Colva, the people have found out that
mega-projects have clearly violated the laws of the Land. And most builders
have legalised illegally.

These mega-projects should be stopped/razed; regardless of whatever stage it
has reached. Being at an advanced stage does not right the wrong; and no
mercy should be shown to these destructive builders.

I have a hard time ignoring things that are not compatible with my beliefs. In 
my experience, I have found that when one does not nip off a problem in its 
bud, it soon spreads like a cancer. For example, the people who are raping Goa 
today are doing so because people in Goa earlier thought the problems they 
faced (from the same people) would go away if they ignored them. 
 

 On a related note, I overheard two kids
 fighting on the street the other day, probably over a similar silly
 thing. One kid kept on abusing while the other stayed cool and calm,
 absolutely unaffected by the barrage of insults. After some time, the
 unaffected kid simply replied: I'm made of rubber; you're made of
 glue, and everything you say bounces off me and sticks to you.

 

There is a flip side to this. I invest in exploration/mining projects in 
Africa. The people promoting these firms are in the business for only one 
reason i.e. to make money. Their mode of operation is to go into a country, 
bribe the govt officials, start operations and sell everything the moment 
production starts. That's when the small share holder finds:
1)  that his 'investment' is dumping waste material directly into pristine 
rivers 
and 
2) his 'investment' is protected by a private militia that also accused of 
looting and rape.
 
 
In other developing countries, you find companies like Barrick Gold that has 
exported two billion (yes, BILLION) dollars of gold in the past five 
years while paying five million dollars in tax to the Tanzanian Govt. When 
I searched for who the directors of Barrick were, I found the names of George 
Bush (41) and a former conservative Canadian Prime Minister. Just like one of 
the two kids in your analogy, the directors (and shareholders) of Barrick are 
happy to abuse others whenever they can get away with it. Now that mining 
companies in Goa are being bought and operated by the multi-nationals, rest 
assured that they are there to maximize profits and have no social 
responsibility to the local population.
  
 

 Maybe this little kid can teach us important lessons in life. Let's
 simply ignore all the insults that are hurled our way and they will no
 longer be ours. They will simply stick to haunt those who choose to
 throw them.  However good Rajan may be as Pravin has repeatedly tried
 to illustrate, it is equally true that some of his thoughts are not
 compatible in a vibrant progressive democracy. Let's choose wise ways
 to respond to him. We will ignore the obscene vulgar stuff!
 
 
 
Rajan is excellent at:
1) Photography
2) disgusting language (I have the emails if anyone is interested).
 
 
However, just as you and Pravin have pointed out, he is not capable of leading 
by consensus. I do not have the time nor patience for one man shows as they 
usually operate on whims and change directions on whims too. Goa has to be 
developed. It just cannot remain in the quaint picture postcard image of the 
last century. The issue here is responsible development. The Seychelles has a 
law that forbids any building higher that the nearest coconut tree. If you 
visit the Seychelles, you will see tourist developments gracefully incorporated 
into the environment. Contrast this with India where there are laws 
prohibiting tourist buildings within 100(?) feet of the shore line. In Goa 
alone I have been to a dozen recently built hotels that are withing 10 feet of 
the shore line. JoeUKgoa has also posted pictures of such hotels on Goanet. It 
is no use having laws if they are not upheld. Goans who are willing to accept 
the flouting of laws have the
 same attitude of the child who says everything bounces of him. The danger 
always is that when verbal abuse is not stoped, it is soon followed by abuse to 
the society and environment.
 
 
One last thing, you noticed how one member here is now focused on finding out 
the sexual habits of other members here?  He wants to know what sexual acts 
others engage(d) in. This would not have happened if the moderators did they 
job properly and not allowed Rajan's disgusting post in the first place.

GOACAN perfectly understands the strategic reasons, why the Opposition
Leader Mr. Manohar Parrikar chose to make these statements at the meeting
of the Ad hoc committee for Home in his capacity as Chairperson and not at
a BJP Press conference as there are plans of the Central Govt. to strengthen

the police apparatus in the State of Goa.

GOACAN also understands the context of the statement of the former Chief
Minister Mr. Manohar Parrikar of maligning genuine activists as terrorists,
as his political party the BJP requires to justify the proposed setting
up of 500 NGOs in Goa particularly in the mining belt in the next 6 months.

It may be recalled that the Government of Goa has set up 3 Coastal Security
Police Stations namely Siolim, Harbour and Mobor wherein the jurisdiction of

these police stations is peculiarly limited to an area of  200 meters from
the High
Tide Line and 12 nautical miles in the Sea. There is no record of any
request of
any MLA of any Political Party to set up such police stations with this
peculiar
jurisdiction, neither was this proposal tabled at any session of the Goa
Legislative
Assembly nor was this discussed at Block Advisory Committee (BAC), Zilla
Parishad, Village Panchayat and Municipal Council meetings especially as
there
is already the Goa Marine Police who could have covered the same
jurisdiction.

Moreover, it is not surprising that in a recent Gazette Notification the
jurisdiction
of these Coastal Police Stations have been extended to the various major
rivers
and their tributaries in Goa especially as all the Iron Ore exports to Japan
and
China are being transported in barges through these rivers as well as the
existing
 new Offshore Casinos are being shifted to jetties being built on these
very
river banks.

GOACAN is of the opinion that the State is using large amounts of tax-payers

money to create a huge police infrastructure in the name of fighting
terrorism
which in actual fact will be used to protect the interest of Indian  Goan
Big
Business Houses who are diversifying into Five Star Hotels, Mega housing
projects, Golf Courses and Casinos.

It is evident that there are vested business interests who are deciding
State
priorities as tax payers money which should have been spent on
infrastructure
like garbage disposal, public toilets, market places, efficient public
transport
system, durable roads, 24 hours water supply and uninterrupted electricity
is
being diverted to create more Armoured Police Battalions and Intelligence
networks so as to provide security to the Business Houses and also to
respond
to the agitations of the Aam Aadmi.

GOACAN calls upon the people of Goa to be vigilant to the designs of the
Central Government to convert Goa into a Special Tourism Area on the lines
of Hawaii, Las Vegas and Pattaya to satiate the lust and greed of the rich
and
famous who are keen to spend their ill gotten wealth in the luxury of the
Hotel
rooms, Swimming pools, Night Clubs and Casino's of Goa.

GOACAN calls upon citizens to be vigilant as there is a surreptitious plan
for
a Super Luxury R  R Tourism Enclave extending from the Sindhudurg
Tourism District with a 80km Special Tourism Area (STA) in the State of
Maharashtra, on the Northern border of Goa and the Seabird Naval Base
at Karwar in Karnataka on the Southern border covering the 3 states with
Goa as the Core Area and Mopa as it's International Airport.

in giving possession of 2050 sq mts of land at Porvorim to the late
Bhausaheb Bandodkar Memorial trust.

Inspite of the Goa government having by a written order dated 10th April
2008 granted official approval to the handing over possession of the land to
the trust,  the Law Minister Dayanand Narvekar was sabotaging the compliance
of an order of his own government on the pretext that the Congress Bhavan is
proposed on the same land.

Goa's first Chief Minister during his nine and a half year tenure had  a
vision for Goa and a passion to help the Aam Aadmi and such petty politics
in denying land to a trust in his memory is an high-handed insult to the
late Dayanand Bandodkar.

One fails to comprehend that the very government which dished out lakhs of
squares metres for anti Goa projects like SEZ was making such a fuss to
ensure compliance of its own order of releasing a mere 2050 sq mts to a
trust set up in memory of Goa's first Chief Minister.

Chief Minister Digambar Kamat should ensure that handing over possession of
the land to the trust is complete by Aug 12th  which is the death
anniversary of late Chief Minister. Politicians should stop being hypocrites
by paying tributes at the Samadhi of Goa's first Chief Minister and later
garlanding his statue while on the other side showing scant respect to the
late Bhausaheb Bandodkar.

There is a need that the future generations be acquainted with the work and
vision of late Bhausaheb Bandodkar for Goa. While Goa's first Chief Minister
will always be fondly remembered for the role he played for the upliftment
of Goa's downtrodden, most of the other Chief Ministers  have only left
bitter memories of having looted and destroyed this State for selfish gains.

J K Rowlings, had good advice in her address to Harvard's graduation class, the 
time to stop blaming your parents is when you can take charge of the steering 
wheel yourself. So the first thing to do is to realise that Goa is a grown-up 
and to stop blaming, this so-called entity that promised us freedom and is now 
engaged in selling Goa. There is no us and them, there is only us.

Secondly, let's not be naive in thinking that Goa can be saved if only our 
politicians were stripped of their power or if only the bhaile went away and 
left us alone. Then we could go back to our humdrum lives and live exactly as 
we did, 5000 years ago, before civilisation began. The door on Edenesque 
paradise is firmly shut, now we have to move forward with the knowledge that 
Goa has a young and thriving population who are screaming out for the sort of 
opportunities their counterparts in Mumbai and Bangalore take for granted. 
Capitalistic appetites are a very good indicator of a society's aspirations.

With that in mind, let's be crystal clear Goa needs investment, and that the 
bulk of that investment will come from India. What we can manage is the how, 
how much, where and what-for of development. What we cannot and should not do 
is duck for cover in a haze of xenophobic dust spread by the myopia of

Yesterday recorded two years since the passing away of Goa’s most doted poets, 
Dr Manoharrai L Sardessai.  He was a gifted communicator, not just as a writer, 
but as a speaker as well. In oratory as well as in everyday speech, his words 
would conjure up the finest of poetry, prose or philosophy. It would not be an 
exaggeration to say that his quotes over a month could fill up a decent 
quotation book. 
Dr Manoharrai’s family, friends and colleagues were fortunate to be the 
recipients of such fine gifts of wisdom on a daily basis. One such privileged 
person is Mukesh Thaly who worked with him on the compilation of the Konkani 
Encyclopedia. He has many interesting inspirations to recall. One such incident 
was mentioned by him at a program, held on 2 July 2006, to pay homage to the 
great poet.
 
The Himalayan task of putting together the entries for the Konkani Encyclopedia 
was always running against time. The dedicated team was giving it its all. 
Everyone was in full gear. The urgency was turning the working environment into 
a pressure cooker. All that changed with a subtle quote by Dr Manoharrai, “Do 
not sacrifice accuracy at the altar of speed!” The paradigms changed with the 
clarification of the vision that the assignment demanded nothing less than 
accuracy.
In a highly competitive world where things move at furious speed, it is 
necessary to ensure that efficiency is not a victim to the test of deadlines. 
Too often in the urgency to finish the task at hand, we ignore the fine details 
and end up with a below par result. Surely it is not enough to do tasks in 
time; we need to be better at doing them well as well. 
Hey, don’t rush such that efficiency goes for a toss…
Pace yourself to BE BETTER and deny eventual loss!

This century would belong to the new breed of writers and poets from the
masses of Goa who could not have opportunity to showcase their talent
under the colonial regime and the exploitative class structure. Modern
education, democratization of institutions and expansion of equitable
platforms for creative appreciation have fertilised the new creativity.

This would now explode with new forms, new experiments, novel idioms,
styles and ex-pressions. When a genius writer like Pundalik Narayan Naik
makes a statement- “amchyo kitalyoshoch piligyo monyanich gelyo’ (Our
forefathers died silently without ever expressing themselves) –it becomes
a message and a manifesto for the new writers. Nothing would stop them
now. They are bound to take Goa’s Marathi and Konkani literature to new
heights.

Popular playwright, poet and artist Vishnu Surya Wagh and Konkani poet
Nilaba Khandekar both have their roots in Dongri village in Tiswadi. Both
are young ambassadors of Goa’s modern poetry. Nilaba Khandekar is much
ahead of his time in “Agni” and “Black” his two path-breaking Konkani
poetry collections. After entertaining vast audiences in Goa and
Maharashtra with his popular poems, Vishnu has just broken through the
stereotype with his brand new Marathi poetry collection – ‘Bacchubhaichi
wadi’. This place is a real address near the red light area in Mumbai.

When he sent me a copy, I was stunned by its’ high production value. Such
books in Marathi are rarely designed and printed in Goa. This
trend-setting poetry collection includes perhaps the first ever poem on
Scarlet Keeling in any language. The 10 page long poem ‘dear Scarlet’
depicts the dilemma of western tourists who land up in Goa in search of
‘nirvana’ but often fail to understand and enjoy the real culture of Goa.

Full of compassion for the British teenager, this poem also exposes the
problems associated with the hedonistic lifestyle of the Europeans and
their irresponsible parenting standards. Vishnu wishes at the end of the
poem that Scarlet could be reborn as a Goan to experience Goa which she
never cared to understand. Bacchubhaichi wadi is Vishnu’s ninth
publication and fifth poetry collection. His five poetry collections have
filled up the tremendous vacuum created after the death of poet laureate
Bakibab Borkar and Shankar Ramani.

Vishnu has been writing, painting, singing and directing plays since past
30 years. He was a very sensitive and creative child. Having born in a
farmer’s family in the rustic setting of Dongri village, an estuarine
island surrounded by vast Khazan lands and crisscrossing saline creeks of
Cumbarjua canal Vishnu’s personality was moulded by his hard working
parents. His poetry has absorbed the imagery from his childhood, boyhood
and youth. He had seen the deep interest his artist father, a well-known
director of Marathi dramas used to take in propagating noble and timeless
cultural values. He has devoted several touching poems to his mother who
succumbed to breast cancer at a relatively young age.

Having seen a lot many personal tragedies and upheavals, Vishnu Wagh came
out stronger after each of the ordeal. He burst on the Marathi literary
firmament with his first poetry collection – ‘Zinzir Zinzir sanj’. It is a
kaleidoscopic collection of poems on nature, Goa’s cultural ethos,
folklore and many other topics. However, Vishnu seems to have broken
through the mould in his latest ‘Bacchubhaichi wadi’. The collection
comprises longer poems. Most of these have powerful feminist statements.
The autobiographical preface by the poet introduces to the readers a
hitherto unknown facet of Vishnu’s sensitive and compassionate
personality. The thirty feminist poems in the first part with the common
caption- “yes, I am that woman’ are unique in contemporary non-Dalit
Marathi literature. Each poem is like a miniature bomb blast-revealing the
naked reality of the women’s world - their untold sufferings, the male
perception of women as sexual commodities and above all the heaps of
injustice that the female gender in India has been subjected to. These
poems have no parallel in post liberation Goan Marathi poetry because a
composite reading of all the 30 poems sends a strong cohesive, secular and
compassionate message to the society-that real poetry needs to move beyond
fickle romanticism and aesthetic escapism and empty debate on empowering
the women.

A woman farm labourer works more than her male counterpart but is still
paid less because the wage structure is unfavorable to her. Vishnu’s poem
raises the question of such economic injustice. There are thousands of
households in rural Goa where the head of the family spends the hard
earned money of the wife or daughters on alcohol and gambling. The women
get beaten if they challenge this behavior.

From Vishnu’s pen emerges the dissected layers of pathos, the silent
sufferings of women who are still crying for true equality and

The journalists of ALL the newspapers in Goa seem to have gone on a
VANA-MAHOTSAV on 19 June, 2008, and each one PLANTED a story in each
of the newspapers, mostly on the Front Page.

Omigosh! The NAXALITES have disappeared from the ad hoc Committee on
Home report. Shri Manohar Parrikar, the Leader of Opposition, MLA of
Panaji, former CM and the current Chairman of the adhoc Committee on
Home, can now OFFICIALLY DENY having made any statement about Seby
being a Naxalite! Wow.

The official report states Mr. Francis D'Souza, Mr. Mahadev Naik, Mr.
Milind Naik and Damodar Naik, BJP MLAs attended the meeting as special
invitees. But for this statement, they would have conveniently
forgotten that they ever attended this special event. What ad hoc
Committee on Home are you talking about? would have been a likely
rhetoric question later. I wonder what the official spokesman of the
BJP, Shri Damodar Naik MLA of Fatorda, will say of Parrikar's
statement on Naxalites. Did he ...or didn't he?

And one thought that only the minutes of the Task Force on Regional
Plan 2021 were like a BIKINI revealing everything, except the
essentials?

Dr. Pratap Naik, Mr. Wilmix Wilson Mazarello, strongly urged for
inclusion in the
State Official Languages Act Konkani in Roman script and described the
non-inclusion of Konkani in Roman script as human rights violation.
We are lucky to see this statement in black and white  ...while the
Reds have disappeared from Home.

The main issue at the Solidarity meeting today at T.B. Cunha hall,
close to the office of the Director of Information  Publicity in
Udyog Bhavan, is like a  PEPSI  Nothing OFFICIAL about it!

PRESS COMMUNIQUE

 The ad hoc Committee on Home (19.6.2008) held its second sitting to
examine major schemes, programmes and the adverse comments of the
Comptroller and Auditor General of India in respect of GAD, Goa Sadan,
Public Grievances, Vigilance  GPSC.

2. The Committee was chaired by Mr. Manohar Parrikar, Leader of
Opposition. Mr. Francis D'Souza, Mr. Mahadev Naik, Mr. Milind Naik and
Damodar Naik, BJP MLAs attended the meeting as special invitee.

3. Members of public turned up in large numbers and expressed their
views before the Committee. Notable amongst them were: Mr. Godfrey
Gonsalves, Mr. G.N. Mishra, Mr. Ramnath G. Naik, Dr. Pratap Naik, Mr.
Wilmix Wilson Mazarello

4. Mr. Uddipta Ray, IAS, Secretary, GAD  Vigilance, the Secretary,,
PSC and other officers deposed before the Committee.

QUICK COMPLETION OF GOA NIWAS, NEW DELHI  GOA BHAVAN, MUMBAI

5. The Leader of Opposition ridiculed the Government for constructing
a swimming pool in the new Goa Niwas at Chanakyapuri using frugal
public finances. He urged the Government to expeditiously complete the
works on Goa Niwas, New Delhi and Goa Bhavan, Mumbai. He also wanted
the issue of allotment orders to common man of vacant rooms in Circuit
Houses and Government Bhavans on time and also revision of tariff.

ILLEGAL CREATION OF POSTS IN HEALTH DEPARTMENT

6. The Leader of Opposition drew attention of the Government to
illegal creation of 87 posts under the Urban Malaria Scheme in the
Directorate of Health Services, without Cabinet approval as required
under the Goa (Rules of Executive Business) 1991. He demanded that the
recruitment process to these illegally created posts needed to be
stopped forthwith. The Leader of Opposition urged that copies of the
Rules of Executive Business of Goa must be circulated to Ministers and
MLAs to avoid non-compliance both by intention as well as
inadvertence.

NON-ALLOCATION OF RS.50 LAKHS FOR MARATHI BHAVAN

7. Mr. Parrikar and Mr. Francis D'Souza called the Finance Minister's
declaration for allotment of Rs.50 lakhs for Marathi Bhavan in his
budget speech in March 2008 to the Legislative Assembly was a sop and
a publicity stunt. They pointed out that the money has not been
allocated under the relevant demand as the Finance Minister's
declaration was under pressure at the last minute without caring to
provide at least a token amount in the budget document. Dr. Pratap
Naik, Mr. Wilmix Wilson Mazarello, strongly urged for inclusion in the

Mining industry is backbone of state economy, says Digambar


BICHOLIM - Chief Minister, Mr Digambar Kamat said that the mining industry 
is the backbone of the state economy and therefore this industry must not 
suffer. There are damages and effects due to mining activities but if 
certain precautions are taken, the adverse effects can be minimised.


The Chief Minister asked the mine owners to shoulder their responsibility in 
safe-guarding the environmental growth and take measures for minimising 
pollution caused due to mining activities.


Mr Kamat was speaking as chief guest at the inauguration of Mega Tree 
Plantation Programme held recently at Chowgule mines, at Pale, Bicholim. 
The programme has been undertaken by the Goa Iron Ore Exporters Association 
in collaboration with Mineral Foundation of Goa and the forest department of 
Goa.


The minister for forest, Mr Philip Neri; director of Chowgule mine company, 
Mr Ashok Chowgule; the director of Salgaonkar company, Mr Shivanand 
Salgaonkar; the executive officer of MFG, Mr Swaminathan Shridhar and Mr 
Rajesh Yaduvanshi were present as special invitees on the occasion.


Mr Kamat said that under mega tree plantation programme about 17 lakh 
trees would be planted all over Goa this monsoon season.


Mr Kamat asked the people to plant trees in order to maintain the 
environment balance. He also said that people should not oppose mining for 
the sake of opposing it on the contrary there is need to lessen the gap of 
understanding between people and mining industrialists. He came down 
heavily on the opposition who make baseless allegations and criticise the 
government and said that people should not get misguided by such false 
propaganda.


The forest minister, Mr Neri said that people should cooperate with the 
government for making government schemes and programmes successful. He also 
asked the people to see that the trees planted survive and added that at 
least 80 per cent of the trees planted should survive by proper maintenance.


The trees were planted at Chowgule mines by guests on the occasion. Mr 
Salgaonkar and Mr Chowgule also spoke on the occasion. Mr Parag Ranganekar 
compered the function.

There is a meeting at TB da Cunha Memorial Hall, near Azad Maidan,
Panaji, TODAY at 4.00 P.M. to CONDEMN the LABELLING of Sebastian
Rodrigues and other peaceful ACTIVISTS leading and/or documenting the
NON-VIOLENT struggle for maintaining the quality of life in the rural
Goa as NAXALITES by the Leader of the Opposition, Shri Manohar
Parrikar, while speaking in the capacity of Chairman of the ad hoc
Committee on Home of the Goa Legislative Assembly during a Public
Hearing on 19 June, 2008. About 30 persons representing a cross
section of the Goan Society have decided to speak out against such a
tag.

The meeting is open to all. A Press Note has been released by GAKUVED
[the Gawda, Kunbi, Velipand Dhangar Federation] and is published in
the Navhind Times at page 7 and in some other newspapers today. If you
are in Goa today, be there to show your solidarity with Goan causes.

GOACAN strongly condemns the statement made by former Chief Minister
and the present Opposition Leader Mr. Manohar Parrikar at the meeting of
the Goa Legislative Assembly Ad Hoc Committee on Home, that activist
Sebastian Rodrigues  others are Naxalites and promoting the use of
terrorist methods to achieve success in their anti-mining
environmental agitation.

GOACAN perfectly understands the strategic reasons, why the Opposition
Leader Mr. Manohar Parrikar chose to make these statements at the meeting
of the Ad hoc committee for Home in his capacity as Chairperson and not at
a BJP Press conference as there are plans of the Central Govt. to strengthen
the police apparatus in the State of Goa.

GOACAN also understands the context of the statement of the former Chief
Minister Mr. Manohar Parrikar of maligning genuine activists as terrorists,
as his political party the BJP requires to justify the proposed setting
up of 500 NGOs in Goa particularly in the mining belt in the next 6 months.

It may be recalled that the Government of Goa has set up 3 Coastal Security
Police Stations namely Siolim, Harbour and Mobor wherein the jurisdiction of
these police stations is peculiarly limited to an area of  200 meters
from the High
Tide Line and 12 nautical miles in the Sea. There is no record of any
request of
any MLA of any Political Party to set up such police stations with
this peculiar
jurisdiction, neither was this proposal tabled at any session of the
Goa Legislative
Assembly nor was this discussed at Block Advisory Committee (BAC), Zilla
Parishad, Village Panchayat and Municipal Council meetings especially as there
is already the Goa Marine Police who could have covered the same jurisdiction.

Moreover, it is not surprising that in a recent Gazette Notification
the jurisdiction
of these Coastal Police Stations have been extended to the various major rivers
and their tributaries in Goa especially as all the Iron Ore exports to
Japan and
China are being transported in barges through these rivers as well as
the existing
 new Offshore Casinos are being shifted to jetties being built on these very
river banks.

GOACAN is of the opinion that the State is using large amounts of tax-payers
money to create a huge police infrastructure in the name of fighting terrorism
which in actual fact will be used to protect the interest of Indian  Goan Big
Business Houses who are diversifying into Five Star Hotels, Mega housing
projects, Golf Courses and Casinos.

It is evident that there are vested business interests who are deciding State
priorities as tax payers money which should have been spent on infrastructure
like garbage disposal, public toilets, market places, efficient public
transport
system, durable roads, 24 hours water supply and uninterrupted electricity is
being diverted to create more Armoured Police Battalions and Intelligence
networks so as to provide security to the Business Houses and also to respond
to the agitations of the Aam Aadmi.

GOACAN calls upon the people of Goa to be vigilant to the designs of the
Central Government to convert Goa into a Special Tourism Area on the lines
of Hawaii, Las Vegas and Pattaya to satiate the lust and greed of the rich and
famous who are keen to spend their ill gotten wealth in the luxury of the Hotel
rooms, Swimming pools, Night Clubs and Casino's of Goa.

GOACAN calls upon citizens to be vigilant as there is a surreptitious plan for
a Super Luxury R  R Tourism Enclave extending from the Sindhudurg
Tourism District with a 80km Special Tourism Area (STA) in the State of
Maharashtra, on the Northern border of Goa and the Seabird Naval Base
at Karwar in Karnataka on the Southern border covering the 3 states with
Goa as the Core Area and Mopa as it's International Airport.

Lambert Mascarenhas is maybe right about the attitude of NRGs,

Who give advice for Goa, but refuse to return from overseas.

He doesn't want them to give tall sermons,

Believing that this is what determines

What must be done, as if they had some special expertise.


He has a point in what he has so bluntly said,

But remember that if NRGs take it into their head,

To give advice from abroad,

Even if it is badly flawed,

It is only because they love Goa, and their love for it have not shed.


Often if returning to Goa does not appeal to them,

It is not because for them it is not a real gem.

There are often other ties and solid grounds

To make them run with the hares and hunt with the hounds,

And we should not them on that account condemn.
