Would be a prety good guess, I'd say. Legal copies of Valve software can be simply bought online, I don't think the Ukraine is an exception to that possibility. But frankly, that's not Valves problem, and I can't say I'm sorry for them atleast trying to prohibit the use of 'nntp'-copies. Besides that.. If you have to pay $2 to buy the new version of the game every time an update comes out, you will hit that $19 mark within a year, keeping Valve's frequency of updates in mind. You really don't want to be supporting out-of-date clients, its a recipe for disaster which is why its usually prevented.
