I think it's just down to the number of people playing TF2.
Obviously, the numbers go, currently, from around 23k to nearly 70k playing.
That's a difference, assuming 24 per server, of around 2000 servers from
peak to trough.
I know my server is one of those 2000. It's nearly always empty unless
it's peak time and
there are a lot of players, but sometimes, as you note, it can be full 24/7.
When there are a lot of players, and a lot of those players get a low
ping to your server, and your server has people on it
(just joining it means it will beat all the zero player servers) you get
a full server because there's a much better chance quickplay
picks your server to send clients.
When your server empties, at times where there are more servers than
players (we have to assume if there are enough
servers for 7 people, there are clearly far too many for 23000) you
will find it difficult to fill it again.
Especially if every sane person in your country is asleep.
When there's enough people around to fill a few servers, it's more luck
than judgement which ones have people (it's
always amazing to me how many times a badly configured or laggy server
can remain full when much better ones
are empty - but obvious people join nearly full servers rather than
empty ones)
Map can make a big difference too, I find players will often stick
around on a less popular map, but
the server typically needs one that "everyone" likes to attract players.
If a map appears at 9pm
that a lot don't like, that can be enough to stop them playing, whereas
at 7pm they are probably
more likely to sit through it.
