If you want a free and easy time sync for windows look at "sync it with atom"
Works like a charm in the background whenever you're logged on.

Back when I cared about windows, I really liked tardis for time synch.

No. There are many free clients. you may check
http://www.info.gov.hk/hko (hongkong's observatory)
or maybe your NASA or Navy websites.

make a .bat file and put it in /windows/Start Menu/Programs/StartUp

Hi Joel,

Just a Guess but try puting it in a batch file, saving it onto your hard
disk and puting a shortcut under your all users profile under the startup
folder.  It should then run auto-magically when you start windows.
