I am in the exact same boat.  I run two mail servers on AWS strictly
for transactional email and system messages.  No users have access to
send.  I have been signed up to SNDS and JMRP for years and have not
personally received any SPAM complaints.

The SMTP error indicates it's part of a larger blacklist:
"550 5.7.1 Unfortunately, messages from [x.x.x.x] weren't sent. Please
contact your Internet service provider since part of their network is
on our block list (S3140). You can also refer your provider to
http://mail.live.com/mail/troubleshooting.aspx#errors.;


I am opening a ticket with AWS.

Isn't this an all too common thing where people just want to 'get rid'
of email that doesn't interest them and the 'junk' button is the
quickest and easiest way to do it. It becomes a muscle memory. So
legitimate email get marked as spam when the user only needed to delete
it or file it.

Amazon has been REALLY bad lately, and more companies are blocking 
larger parts of the AWS space.


Insist that Amazon provide you with 'rwhois' or that they address this 
issue for you?  If you are 100% certain you aren't sending suspicious 
email activity from that IP Address.

It’s an IP belonging to Amazon Web Services, and I know that Microsoft have 
been sniffy about those IPs recently because there are so many spammers using 
AWS servers now. You may be able to get MS to remove the block if you keep 
replying to the ticket until you reach a human, but you may find you need to 
change server….

Maybe it's not specifically you server's IP that's on the blacklist,
but an IP range belonging to your ISP (which includes your server)?
