As Mitch said, "Hence the Meimann efforts to replace the vacuum controlled wastegate actuator with a pressure controlled unit that you can just hook up to manifold pressure." I think that Meimann has found the solution - I'm going to buy a pair of the pressure actuators if Uncle Sam returns some of my money soon --- EGR systems have always "felt wrong" to me. I think they cost more than pressure actuators though. It wont work on that car, the computer will know and will dump all your boost. You have to completely remove it and install either a different turbo or a different waste gate.
