VFPEncryption71.fll hanging up Inno Setup compile

VFP9SP2, Inno Setup Studio, Win 7 Pro

Every time I try to compile my setup.exe with the vfpencryption71.fll 
included, Inno hangs and says the file is in use.  I don't have VFP 
open; I don't have my app running.  What the heck?

doesn't always happen.  It USUALLY happens but once every 'n' tries it 
appears to work (and compile fine without issue).

Even after restarting the computer, going right into Inno Setup Studio 
and compiling right away...bam...same error.  Methinks it's something of 
a false positive.
