Hi Jun,

If the road is significantly divided (either with a center island or
concrete barriers) then this should be modeled in OSM as two oneway=yes ways
in opposite directions.

If there is a through street connecting both sides then they should be
connected to do proper routing. What you're doing is correct.

First, sorry for screwing up some edits that I made over the past month in 
Pampanga (since I was trying to add the Pan-Philipine Highway relation ( 
http://www.openstreetmap.org/browse/relation/115372 ) from the Dolores flyover 
[which you've mentioned earlier] to the Carredo area in Manila, and upgrading 
the stretch of MacArthur Highway to trunk from Dolores flyover (again) to 
somewhere in Valenzuela City). Second, you have to use the comments 

Anyway, regarding the unbarricaded street corners, editing it can be a bit 
tough. I'll try to find a way on what to in that situation (since I've almost 
never experienced that scenario).

Update: on the Second, you have to use the comments part, it should have been:
Second, you have to describe your changes that you've done
after closing a changeset. Some users do it, others don't.
However, it may be better for you to do it, so that you may not
be suspected of vandalisingdata vandalism.
