I seem to recall having a similar problem a long time ago when
upgrading pgp versions. It seemed the windows registry was pointing
to pgpkeys.exe in the wrong location. You might want to use regedit
and examine where your registry points. Also be sure and upgrade to
batpgp65.dll if you haven't already done so.

Did  you  ever  get  an answer to this?

I  recently  installed  6.5.3  and this error is now happening to me -
*exactly*  as  you describe it above. It wasn't with 6.0.2i, but it is
now and this has completely crippled my PGP usage.

I am running PGP 6.5.1ckt - Build03

No problems whatsoever. Everything works as expected.
